5:00Good afternoon, Mayor Pro Tem, other members of the San Antonio City Council.
5:05My name is Jack Finger, and uh coup one or two items we wish to bring to your attention.
5:11Item number five, I believe, Mr.
5:13Mungia, this is in your district.
5:15It's about uh placing a well, they call a manufactured home slash oversized vehicle sales arrangement there.
5:25Uh manufactured home by what used to be called uh a trailer park home sales.
5:31So, yeah, um the problem with this, Mr.
5:35Munge is that uh the zoning staff thought this was a very bad idea.
5:40They are the ones we hired to find out all the details of these things, and they found what they found out was basically quote, it would isolate a single family dwelling within commercial and industrial zoning districts.
5:56Yeah, it would isolate this this little residence that hasn't had a right to be there.
6:02Detrimental to the health, safety, and welfare of the current and future occupants of that residence.
6:10So, yes, it's uh this is over on Old Pearsall Road, and uh that's why zoning staff thought uh you really should not uh go beyond this one here.
6:19So I would encourage you, sir, to uh simply say no to this one.

6:59Uh the tract is currently zoned RM4, and the owner has lived on and operated on this property for over 30 years.
7:06His residence is in the back of the tract um in the front.
7:10Uh he runs his um truck service out of it, uh delivery like uh um construction materials, the stores as trucks there.
7:20Um no other um materials are stored on site.
7:24Um he's requesting the zoning change uh for the front portion of the property to C2 CD to continue operating his business due to code compliance violations that he had received recently.
7:36So when he purchased the property, he had no idea that the whole thing was RM4 and he wasn't able to operate his um business there.
7:44Um as I mentioned, he currently lives in the back.
7:47Um there are similar circumstances on adjacent properties around the site uh to the north and east.
7:52Those are zoned as manufactured housing, but are also used as industrial purposes.
7:57Um he's unable to continue his daily business operations uh for fear of any additional violations or any other measures taken by the city.
8:06Um the proposed zoning is um or the site is within the Port San Antonio plan and it's uh within the urban mixed use area, um, which integrates both residential and commercial uses.
8:20Uh the proposed zoning does comply with the Port San Antonio plan, and live work options are permissible in this area.
8:26The adjacent C3 and I-1 uh zoning um areas do not comply with the current land use plan.

9:02I want to say that the first speaker sent up this item, unfortunately, was pretty ignorant on the situation at hand.
9:08We're not placing anything there.
9:09We're making sure that the use matches what's been there for over 30 years before this property was even in the city limits.
9:15It's across the street from my office, actually.
9:18So I'm in support of this, and I will be uh motioning to approve.

11:07My once again, my name is Jack Finger, and uh Ms.
11:12This item is in your district.
11:14It's about placing a hundred and twenty foot high monstrosity that other people call a cell phone tower in this area.
11:26The uh I guess that's one of the reasons why the zoning staff that thought thought you might want to say no to this one.
11:35Uh because this something that tall, you really need a much bigger setback than what you have being proposed here.
11:44The uh just in their own words, it said that it would allow commercial encroachment.
11:52And that that makes sense.
11:54So you have put a commercial item in there, we're right next to some of the homes there.
11:59Commercial encroachment in this residential neighborhood.
12:03That's their words, not mine.
12:05I wish you would not uh allow the start of commercial encroachment, especially with some of us have to call a monstrosity because they are the ones who have to live around it at area.
12:20Go home, uh leave, uh come back home every day and uh live right next to this thing that I mean imagine if you had to uh entertain neighbors at a party or something, and and they say maybe they hadn't been to your your house before and they say, What are you are you living next to this big thing?
12:46Let's let's have the party somewhere else next time.

13:01With this item, I'd like to thank the applicant and representation, both Vincent and Ken.
13:05Uh when this item first came to council, uh it involved the demolition of an existing home and displacement of renters.
13:12And this is an ideal neighborhood within the Collins Garden Neighborhood Association.
13:15It's uh a couple of blocks away from the neighborhood HEB, Collins Garden Library Elementary, Harris Middle School, along with a one-mile walk to Burbank High School and a quarter mile to various bus stops, and it's in close proximity again to so many community amenities.
13:29Uh and I'm grateful that in collaboration and with the assistance of Vincent and Ken, uh they both work to help preserve the existing structure.
13:37Um, and uh including a lease provision addressing over $30,000 or roughly $30,000 of improvements to the property, and as a condition to the lease exercise of the uh option, leasey shall pay to the leaser an improvement fee of $30,000 to the improvement within 30 days of the lease, obtaining building permits for the communications tower to be constructed.
13:58Um so I highlight that piece because um not only are we uh preserving um uh affordable housing within the urban core, we're also sticking to our essay tomorrow plan um that this falls within.
14:09So um grateful that we could continue to move forward with moving the the strategic housing implementation plan forward while supporting uh the applicant with their work and and vision in this parcel.
14:19So um eager to support this item, uh, particularly because the investment that y'all have made uh in the existing structure on this parcel.
