13:29

You each have three minutes.

13:32

Hi, good afternoon, Council Ashley Fairman with Killing Griffin and Fairmont.

13:36

I'll keep it brief and be respectful of your time, but I'm here today on behalf of Schneider Steele, who's the applicant in the zoning case.

13:42

It is an ETJ land use plan amendment.

13:45

JBSA is not opposed.

13:47

They believe this use is compatible across from Camp Stanley.

13:50

If there are any specific questions on the project and what will be happening there, I'd be happy to come back up and answer them.

13:56

But with that, we request your support.

13:58

Thank you.

14:00

Brandon Gwynn.

14:03

Brandon Gwynne.

14:05

Okay.

14:06

Clifton Lewis.

14:10

You have three minutes, sir.

14:16

And Council members.

14:17

Uh I'm Clifton Lewis.

14:19

I am on the uh HOA board for Lost Creek.

14:23

And I live on Mission Bluff and the proposed project.

14:27

It's going to impact the neighborhood and going to impact uh me personally and a number of residents that live on that street.

14:34

So for that reason, I am opposed to this project.

14:38

I understand it's a rebar facility.

14:41

And for a number of reasons, we live in a quiet neighborhood.

14:47

This is going to bring in Norse, which we oppose.

14:55

Uh tractors and so forth.

14:57

And we expect that there would be uh suspect there will be uh ground pollution from scrap metal.

15:04

It's going to impact uh the wildlife because there are a lot of wildlife in that area.

15:10

There's raccoons, possums, owls, coyotes, boxes, and so forth.

15:16

And it's I think also it could bring in uh crime, additional crime.

15:20

The area is already congested on Rafael Road, and we're bringing in additional vehicles and trucks.

15:28

So that's just going to make it much more difficult for residents to live there.

15:34

And if this project happens to go forward, which I hope it does not, um we are going to insist that there is noise reduction, uh, a noise reduction wall, and uh prevent runoff and pollution of the air and so forth.

15:51

So thank you for your time.

15:56

Um item number 18 is in district aid, council member Mesa Gonzalez is recognized.

16:00

Motion to approve.

16:05

Is there any further council discussion on this item?

16:07

A couple of questions.

16:08

Go ahead.

16:09

Thank you.

16:10

Um, for city staff, did the military have any concerns on this?

16:14

I think I heard Ashley say something, but we received a letter of no objection from JBSA.

16:19

And will the work be done inside or can you give me kind of scope of that work?

16:23

Yeah, when uh the item was discussed at the planning commission, it was discussed that it would be inside of a contained structure.

16:28

It's not outdoor fabrication.

16:30

I Ashley may be able to speak more fully to her client, uh, but again, my understanding was it was an indoor operation.

16:37

Okay, great.

16:37

Thank you so much.

16:38

Thank you.

16:38

Thank you, Mayor.

16:39

Okay, any other further discussion on this item?

16:43

Okay, there's a motion and a second to approve item 18.

16:46

Please vote.

16:57

The motion carries.

16:59

That concludes today's zoning and land use session.

17:01

The time is now 2 20, and the meeting is now adjourned.
