So this morning I'm presenting a pre-solicitation briefing for citywide security officer services.

Um, before we begin, I would like to share that I joined the city back in May earlier this year, and this is my first opportunity to brief this committee or any committee within the city.

I grew up in Austin, spent most of my life in Texas, have a large family in South Texas, so many trips through San Antonio over the years with some stops here and there, and have always loved the city.

The past 15 years I spent on the southern coast of California, taking advantage of some opportunities that have brought me back to Texas.

So we'll get to our briefing.

So with this solicitation, we are seeking a qualified contractor to continue providing comprehensive security officer services.

This includes emergency response, access control, monitoring, and foot patrols across 52 city buildings and facilities.

So both the Alamo Dome and the International Airport, uh, the security services there are provided under separate contracts.

So those are out of scope for this citywide contract.

This is a request for competitive sealed proposals.

We are proposing a term of three years with two one-year options.

This contract is utilization-based by department, and the estimated annual value is nine million.

We anticipate a total contract value of 45 million across the full five years.

We're in the fifth year of our current contract, which expires in April of 2027.

For outreach, we are leveraging an NIGP code for guard and security services.

Evaluation voting members include Joe Frank Picasso from City Manager's Office, myself, Shannon Lawson, our Chief Security Officer, Kathy Donolin with Public Library, Derek Raby, and Louis Rosendis from our ITSD physical security team, and Jay Garcia with development services, and Mark Jenkins with building and equipment services.

The evaluation criteria includes 30 points assigned for experience, background, and qualifications, 40 points for the proposed plan, 20 points for pricing, and 10 points for certified small business enterprises.

The economic development department reviewed the applicability of the SPADA program and applied both evaluation and contractual requirements.

So as presented on the previous scoring slide, 10 evaluation points for certified small business enterprises and a 5% SBE subcontracting requirement.

So ITSD in coordination with economic development department will monitor compliance with the subcontracting requirement throughout the contract.

Within our tentative project timeline, we intend to release the RFCSP on September 11th, and we'll conduct a pre-submittal conference on September 25th for those interested.

Evaluation and contracting will occur in November December, and we'll provide a post-solicitation briefing to this committee in January of 2027.
