And I'd like to go ahead and start with me.

Um start with uh um agents Jeremy Jerry Pledge allegiance to the United States of America to the Republic of Wikipedia one nation under God in the visible liberty and justice for all um announcements by the voice mayor um I do not any attorney can you hear us can I hear you okay you got any comments any announcements okay let's look on uh get the kids and calendar and um there's two items on the Kissam calendar some are similar um they don't stick over here and uh signature or P1 some cats count city already bills it's in your packet in um it's in the um staff memo uh this is um asking us to support having these paper bills made out by the governor and the second one is the resolution authorizing uh N review for franchise um for a cow sharing um around memo and the understanding for support and the franchise collection between the region and Monterey and its member agencies any comments no on uh the second item there uh cost to the city would be uh about seventy eight thousand dollars and this is to go out for um just two room for it really quick because I'm not sure if that should came before the county just so everyone understands it's a cost sharing um uh 7600 um which would be um uh over the next four years and this is going out for uh franchise collection um please uh which is coming due in 2030 can I just add to that once I tell this item was actually already approved by the council at the previous meeting but there was one sentence in the actual authorizing language of the resolution so it's merely a correction to that with that um are there any comments and if not to put the comment is open not seeing any well closed public comment and um I'll look for a motion for move to approve five a and five b okay and a second please okay please say I'm should carry some findings care for this um two plans from the mid-cycle regional service transportation by DMC to me is mayor council good to see everybody it's super windy out there anyway so sorry if my doctor is covered okay we need to see everyone um yeah before you forget item 7 a I think there's a presentation uh carry thank you so much can you see that so we'll do these one item at a time uh I did one presentation all seven eight

Uh, I did one presentation, 127.

Next slide, please.

Um, just a quick overview and refresher West End project of Ponta Costa on Catalina Street proposes to retrofit several blocks along each feet.

Development strategies to improve strongwater quality runoff, mitigate juices, flooding, augment groundwater supplies, increase urban green space, and reduce pollutant loads going to the Monterey Bay.

At the same time, we've doubled up the benefits of the project to also implement as many complete street improvements as possible, uh, curb extensions at corners, improve pedestrian safety and AD accessibility, reducing vehicle speeds by installing some of those features, and then complying with AP413 daylighting.

That was the recent work that we did where we painted the red curves of proceeding intersection, and that was the state mandate that came down at the beginning of this year for uh public cost industry.

Um, in as was reported to council for uh the cost of the project, the estimated cost of the projects exceeded the available funding even under the grant awards.

So there's been a gap in funding for a while now.

At the direction of the city manager for several months now, city staff have been actively pursuing several sources of rent funding and other funding sources to help close that gap.

Um several grant applications were pursued, weren't always successful.

But in July 2025, for Monterey County, uh informed member agencies that it had mid-cycle regional service transportation program funding reserves that had not been used to be allocated to active projects.

So the direction of the city manager staff and kind of yourself tonight, excuse me.

And no problem, and submitted an application to TAMSI, and in September 2025, we received great news.

TAMC awarded us and I think nine other agencies uh an award of funds.

In our case, we received two million dollars in funding for the project.

That was a significant win for the city, and we definitely closed the gap on project.

Uh at this point, uh, we have the funds to build the project, so we're working through value engineering help further reduce costs.

There is still a bit of a gap in uh some of those costs again, these are based on estimates, and part of that value engineering, for example, is right now the project is proposing permeable pavement at all the intersections through the entirety of the intersection.

When we think about typical intersection and typical city streets, it's crowned, a lot of that runoff will hit it and immediately run off.

So the time cost and effort to install permeable pavers is excessive permeable pavers work better in areas like sidewalks or parking areas, which they're currently proposed for.

So we're pulling them out of the intersection areas to look at cost and also maintenance, you know.

Once the city uh begins to maintain those facilities like public work staff, those are pain to maintain their costs to maintain the lot of work.

So we're reducing that to bring the cost down and hopefully get us on parody with the funds that have been awarded by Tamsa and the rents, and then uh during the final design, one of the issues we came up with is that the benefits is specified in the grant agreements are not necessarily being achieved by the design right now.

And what I mean by that is the volume that's being treated, the volume that's being captured, the areas of bioretention and purpose pavement and speaking with the designer that had to do with some errors in the calculations during the initial uh phase of the project.

But the good news is the grant agencies are open to an amendment.

If we need it's looking like we're going to need to reduce uh those numbers, and a quick example is to make it very simple.

Is say we said 5,000 square feet of bioretention facilities.

Maybe we're only gonna get 4,000.

Um we need to let the state know that and so far they've indicated they're okay with it as long as we provide a rationale.

Um, but we're working through those processes to uh confirm that some of the areas are shown there on to cost the stream, and then we anticipate I anticipate six state weeks to resolve these items and process an amendment to the grant if needed.

I do think we will need one.

Okay, and once these items are resolved, the city will move forward with public bidding.

So the intent of the resolution before you tonight is to accept the mid-cycle RSTP funding two million dollars from TamC, and then direct the city manager to take steps necessary to issue public bid.

And TAMC, uh, part of the action also in the resolution is Tancy has not requested a formal resolution, but it's good to have one that they needed, and we can provide a copy to do that.
