well yeah um yeah i would like to welcome everyone to the july 7th four o'clock city council special meeting uh this is a joint sand city council and successor agency at the remote meeting the time is four two and with that um this meeting is being televised and is in person uh until for now and uh uh with that i will uh i will ask for a role or a roll call yeah that's not on the agenda council member adams present council member dean here council member center here mayor harm here all present uh thank you and with that uh we do have communication so at this time members of the public may address the council on any matters not appearing on the city council successor agency at this time for up to three minutes so with that um is open on this item not seeing anyone i'll go ahead and close uh own's public comment and we've probably gone into close session um and to discuss um a few items so uh i don't know i don't know if you'd like to read those off or um uh this evening's closed session um picked up on this we don't actually need the mic you don't have to have a mic i don't know okay great um the seeming's closed session will consist of uh conference control property negotiators or uh property uh located along the postal front uh the real property parties are john king of voice to point in the city on conference with real property negotiators regarding the form of river by way of the city uh between seaside and ray and post avenue um city negotiators are a variety of parties and one item of anticipated litigation um um regarding the receiver claim but against the city and the public employee performance evaluation or the city manager's performance evaluation and then also would be readjourning right into its size to be regular okay thank you thank you adam and since we have you in person i thought i found that meeting to you here so i know that by heart would you like to next meeting yeah next meeting okay so uh with that uh i will open this any of these items up for public comment if one wishes to at this time and then if after i close public comment we will readjourn once again into close session so to just to be clear so with that public comment is open no yelling okay and public comment is closed so with that we'll uh excuse if there's any public here and close the door and we'll uh go ahead and adjourn into closed session so item three for a which we would like to presume okay so shall we move the public in or yeah we should take a look at the water actually I'm gonna use the restroom mission I think you get one right for you guys on the I have no clue so I think a long particular I think for your case so I think yes here um this happened earlier hey how are you doing what's a nerd for the very banana is and let me go to the okay basing appropriate right now all right that's right here now I got some available comments you don't need your laptop right now no we have a link so um actually I don't know what they are maybe not seeing color

Good afternoon, everyone.

I'd like to uh go ahead and welcome everyone to the July seventh, twenty twenty-six regular San City Council meeting at this time.

I would uh like our city clerk carry if ask her is she care calls all these mayor carbon here council member Adams present council member Diaz here council member scudder you're all present okay and uh with that I would like to ask councilwoman uh Adams if she could link this in the pledge of relating okay slank I budget at the United States of America and the Republic for which it stands one nation under uh invisible with liberty and justice.

Thank you and uh with that uh we'll move on to item three, and this is announcements by the uh mayor, uh then the city attorney and the city manager if they if uh any announcements to make so on the counter over there or on the table over there, you'll find there's a mayor's report.

So this is uh I usually put this out once a month on meetings uh that I've attended um for the during the past month uh on behalf of the city council.

And uh I just wanted to um lightly uh give a few highlights.

So uh over at uh uh Monterey Bay Air Uh Resource District uh the during the meeting, that meeting, the um directors approved some revisions to rate increases on some of the followings.

Um one, uh they had a 300 uh these are codes, so uh different fees, so 300, 301 and 310.

So they did do uh increase uh because of the uh the battery fire out in Moss Landing, they have now instituted a new category of fees for incident response to recover cost of staff resources and materials, and um also a fee for um uh uh people who are operating without a permit.

So for like for gas station, if you don't have something calibrated, different things like that.

And also um uh they are instituting a uh partnership with UC Santa Cruz for uh pesticides or ambient air monitoring of the dicholorum porn cream uh in Monterey and Santa Cruz County, and that's used in the production of strawberries, so like a pesticide, and uh which causes cancer.

So they are doing something out by marina uh uh seaside bottom seaside base and watermaster uh uh the director's met last week and they uh called uh for did a declaration for 2026 year as a no replenishment uh water available on behalf of the uh uh board of the watermaster.

And it's uh I did offer a letter of support uh to the city of Seaside with an application that was being brought through the state seawater rise adaptation planning grant program, and this project will help to prepare for the impacts of sea level rise, coastal flooding, salt water intrusion, stormwater infrastructure challenges and coastal erosion that affects the Monterey Bay region.

Also, some uh good news the MBAC board did um uh adopt their final 2050 metropolitan plan sustainable cities and environmental work uh environmental report.

And what that means is uh they will soon be able to aid they will be able to uh receive 16 billion dollars region wide um for different projects.

So they uh will be receiving $5 billion, and this here will be uh monies to be spent by 20 um 50.

Uh so they will be uh 5 billion will be going for the highway 68 uh safety and traffic flow program, um the US 101 safety improvements, um the uh highway one auxiliary bus on the shoulder in Santa Cruz and uh transit will receive 5.6 billion dollars as surf busway, uh Salinas Rail extension.

Um jump on to move on to local streets and roads will receive 3.4 billion dollars uh in investments, and out of that uh between the different counties, so Monterey County, San Benito, and Santa Cruz, Monterey County will be in receipt of $7.9 billion.

And um $1 billion of that will be used for active transportation, which is considered walking and bicycling.

So uh they will receive um one billion in those investments with 64% of those funds being used for maintenance and operation.

So that's kind of good news when we think about projects.

Uh a little on the uh that side notes, Monterey One Water, they are uh implementing a um uh liens if you don't pay your bill uh that'll go on your property tax.

And they did pass a resolution after um uh some public hearings for um for um adopting max uh sewer rates effective uh July 1st, uh starting fiscal year 2026 through 27 and through fiscal year 2030 through 32, and that's pursuant to California Prop 218.

So there's probably going to be like about a three dollar raise on your bill.

So I just wanted to put that out there for everybody uh to know.

Not good news, but uh also they they are uh having uh they are establishing a residential low use variance program or uh uh water.

So if you use uh low low water usage, you could uh benefit through uh through lower rates, and lastly, but lease, and I just picked a few of these out of the meetings because they pertain to probably interests that more interested in.

But uh the board also Monterey One Water did um uh adopt a resolution and implementation of a program, and that is for residential low income customer assistance program, uh approving the program for 2026 through 27.

And what that means is um uh the senior sewer bills uh they get you pay every two months, you get a bill, it's two months, and what they would do is they would wave uh two of those billing cycles so you could receive four months wave and uh not to have to pay that.

So if you're around fixed income or uh our you know, you have have a uh low income and seniors.

I think I'd probably be eligible for it.

But anyways, that's a little bit of good news there, and also mosquito bait at no rates increases.

Just uh West End plans moving ahead again, August 22nd to 23rd dates.

Um there is on July 11, this upcoming Saturday at the Marriott Vatel on the lighter stage.

They're gonna have a West End related event where members of the public can come and help paint the backdrop for the Red Root stage.
