Infrastructure Committee Meeting - May 24, 2017
This regular meeting of the San Diego Infrastructure Committee was held on May 24, 2017, chaired by Chris Kersey, with Vice Chair Scott Ward, Councilmembers Lorie Zapf and David Gomez present. - Item 4: Amendment to Atkins North America Agreement (Project Controls Gap Analysis)
- Staff from Public Works (Richard Leija, Mosin Maui, James Nagelberg) presented a request to increase the contract with Atkins by $680,000 (from $120,000 to $800,000) and extend it through July 2019. The original contract funded a gap analysis of the city's Capital Improvement Program (CIP) project controls, which produced over 30 recommendations. The additional funds would support implementation, including software upgrades, new classifications, and training. The CIP budget grew from $180 million in 2014 to $445 million in 2018, projected to reach $605 million.
- Councilmember Gomez questioned why the work wasn't being done in-house and expressed a preference for investing in city staff. Vice Chair Ward raised concerns about the significant scope change and potential lack of competition, noting the contract was originally awarded competitively. He urged bringing the work in-house.
- The motion to approve staff recommendation passed 3-1 (Vice Chair Ward opposed) and was forwarded to the full City Council without a recommendation.
- Item 5: Multiple Work Construction Contracts (MACs) for Golf Course Improvements
- Staff requested approval to enter into three design-build MACs with a total capacity of $14 million over three years. The first task is anticipated for Torrey Pines South golf course improvements (estimated $6-7 million) ahead of the 2021 U.S. Open. No other tasks have been identified. The committee approved unanimously.
- Item 6: FY17 CIP Year-End Budget Monitoring Report & Revisions
- Matt Besby and Michael Clark (Financial Management) presented a consolidated request for $40.6 million in budget adjustments: $23.1 million in new appropriations, $14.3 million in reallocations, and $3.2 million in deappropriations. The report consolidated about 100 separate actions, saving 485 staff hours. Updates included cash management progress, Transnet fund balance projected at $26.4 million (less than one year's revenue), and commercial paper program developments.
- Councilmember Zapf moved to amend the report to allocate $200,000 ($120,000 from Ocean Beach DIF fund and $80,000 from Fire Rescue and Lifeguard Facilities fund) to begin preliminary engineering for a new Ocean Beach Lifeguard Station, replacing a legacy project from 2002. The motion passed unanimously.
- Councilmember Gomez noted the closure of the College Area fire station CIP ($270,000) with funds redirected to the Tubman Charter Joint Use Improvements Project.
- IBA representative Gillian Cassidy highlighted changes to ADA reporting, uncommitted fund balances, and the absence of a traditional waterfall list for underfunded projects; staff indicated a new process will be presented in June.
- Item 7: Black Mountain Ranch Public Facilities Financing Plan (PFFP) FY17 Update
- Staff (Marco Camacho, Bill Crane, Angela Beta) presented the updated PFFP, which would replace the 2014 plan. The community is 86% developed, with 515,000 sq. ft. of employment space and a 300-room hotel still planned. A $34 million starting fund balance allowed for an 11% reduction in fee rates. Notable projects include the Delcer Neighborhood Park (opening fall 2017) and Fire Station 48 (negotiations underway). The Rancho Peñasquitos Planning Board voted 14-1-1 to recommend approval. The committee unanimously approved the item (Chair Kersey recused).

All right, good afternoon, everybody. Thank you for joining us for this uh meeting of the infrastructure committee. Today is May 24th, 2017. Let the record reflect that we are joined by a full compliment of the committee members, including Vice Chair Ward, Council Members Zaf and Gomez. We also have our City Attorney Representative Mark Mercer, our RB IBA representative Gillian Kissy, our mayoral representative Alejandra Galvadon, uh Givaldon, sorry. And uh in filling in for Lee Friedman, we have Alex Vivona from my office. Also like to take time to uh welcome the members of the public uh who are here with us today or watching on City TV. Uh before we begin, I want to uh just mention that I will be recusing myself from uh the last item today, item number seven, the Black Mountain Ranch PFFP, uh, due to a uh conflict of interest that I have with uh some uh real estate property. And at that point, Vice Chair Ward will be taking over and closing out our meeting. That said, we will get started with non-agenda public comment. We do have one member of the public who would like to speak on non-agenda, and that is Martha Welch. Please come forward, ma'am. You have two minutes. I'm a fan of turcophiles. I'm listening to his uh all the rows he talks about. Most of them are uh of uh of ab of uh eight. One of them has a a road with with cables are going out that and what asset is voiced out. I don't know why he fixed that road. Also, there's a cold attack has all uh it's all washed out. It's like it's it's worse than a pothole. It's all washed out and it's got dirt all over the place. My favorite one, I uh my favorite one is tents and Broadway. I walk all the time over there and it's all chewed up. It's it does it it's like chunks. It's like chunks all over there. I don't mind fixing that one. Also down by Sports Arena, because the buses, that's what the problem is. The buses down there. I don't know why you do fix these rows. There uh I what I see market between twenty-third and twenty-sixth, you fix that road with slurry. Maybe it's maintenance or something because it's that's that I see that, and that's not as ever bad as Broadway or other places, so you fix things that we don't need sometimes, it seems like that, because these roads are much worse and and anything you've on market, it wasn't as bad as anything else. I've seen in the city where I go, it's it's all chewed up, and it's uh you walk across it, you have to look very careful because there's there's chunks and and it's not even and uh when you if you fix something and the asphalt goes down, you got a ditch, and because the buses are heavy, so you fix it and they you don't give you have to go the buses if we can't be too long or give their stop or something. That there's a big ditch and something. So it's it's hard to make a bike lane to the same time because the bike lane would be next to the curve, and that's where all the problem is because the curbs higher than the where you call what you call the drain or whatever you call is higher than that. So I don't have you know, uh a bus stop, uh bus stop and and bicycles. I don't know how that problem is gonna work out. But um, you know, it's that's what's going on in the city. Thank you, ma'am. Uh it concludes non-agenda public comment. Uh turning to committee comment. Do we have any members of the committee like to say anything? No. Okay. Turning to uh city attorney IBA, mayoral staff comment. Seeing none, moving right along to our adoption agenda. Uh the meeting minutes from our April 26th meeting will stand approved as distributed unless there are any objections. Seeing none as are approved. Uh we'll now move to our consent agenda. We have items one, two, and three, which I'd be willing to entertain a motion on. We have a motion by Vice Chair Ward, seconded by Councilmember Zaft to adopt the consent agenda.
