The Active Transportation Infrastructure Committee met on Wednesday, February 19, 2020, at 10:00 AM. The committee unanimously approved the consent agenda and took action on the Fiscal Year 2020 Mission Valley Impact Fee Study. Public Comments & Testimony

- Fiscal Year 2020 Mission Valley Impact Fee Study – Staff (Tom Tomlinson, Oscar Galvez, Marco Camacho) presented the study, which replaces the 2013 Public Facilities Financing Plan. The study includes 232 community-serving facilities: 215 mobility improvements (estimated $322 million), 16 park and recreation improvements ($291 million), and one fire rescue facility ($8.5 million). - Sidewalk Permit Fee Holiday for Calendar Year 2020 – Staff (Edric Duringo, Chris McFadden, Myrna Dayton) presented a new program to waive permit fees for sidewalk repairs, aiming to increase compliance and reduce liability. The program is budgeted at $300,000 ($100,000 in FY2020, $200,000 in FY2021) and will run through December 31, 2020. Property owners must still pay for engineering and construction. The program will be evaluated for continuation. Committee members discussed equity concerns, noting that the fee waiver reduces costs by about $2,000 but does not address the affordability of repairs for low-income homeowners. Vice Chair Ward requested data on the 50/50 cost-share program's usage by zip code. Councilmember Kate suggested that the fee structure should be reassessed to lower permit costs. The chair noted this is part of a multi-pronged approach alongside the 50/50 program and a potential citywide repair effort.

Good afternoon, ladies and gentlemen. I thank you for joining us for today's meeting of the Active Transportation Infrastructure Committee. Today is Wednesday, February 19th, 2020. Let the record reflect that we have Vice Chair Ward, Councilmember Kate with us, Councilmember Moreno's on her way. We also have our City Attorney Representative Tina Ray, our IBA Representative Jillian Cassie, our Mayor Representative Conrad Ware, and our committee consultant Justin Garver. Want to thank everybody who's in attendance today or watching us on City TV. We will start with non-agenda public comment. And we do have one member of the public, and that is Martha Welch. Please come forward. Um I got that. You didn't do it. Um he didn't hear with cash, got that money back. Bill Horn, uh William is really name, took the checks in and out. And it's evidence Evans for his case. Um income pat um taxes for federal then. They're mad at you because of all this stuff. Also, they know that people work here give us for your cell phone and then that give it to Bill Horn and call him, they're mad at you also because you do that. And you can't opt anymore. Um anymore. You have to do financial um audit. If you don't do that, you won't get any money for the state or the federal. They're mad at you also. They know that nothing happens. That's why they're back in here and they're doing their job. Just like the FBI's back and doing their job. I've worked with them almost a year now. And I'm loaded with information. Believe me, I've looked, I look, and I'm four or five what I see here right now. You think um you think that you can weigh over this all these bad words you give yourself and all this stuff? No, nothing's built. Uh, you can't build anything because they know that all the things you're weird. All this money is not cash and get the money's coming back to you. And that's not right because they sold that it wasn't cashed. And it might be gone hook on right now. I don't know. But I'm most uh after him right now. What he did, I know what he did with everything he did. He's wanted elsewhere, believe me, he's run elsewhere. Our life's not working. Okay. Um, so uh that's the problem here. It's gone on too long. He can't call right now and help you with anything you want. Because all you want to do is look good sometimes. And um it's like uh pure water is a you haven't built a one thing there because he hates jobs, and that's the other thing he hates. He hated jobs, that's all the vacancies, all the vacancies, that's his problem. He's been who wants to work with you want and wants to work with you because you have no pension or anything like that.
