The Active Transportation and Infrastructure Committee met on May 25, 2022, at 2 p.m. to discuss five agenda items, including consent agenda approval, capital improvement program (CIP) budget monitoring, the TransNet Regional Transportation Improvement Program (RTIP), and two infrastructure project awards. Consent Calendar
- Item 1 – Extension of Contract K161418 DBB 3 with Dick Miller Inc. beyond six years: The consent item was initially held for discussion. Council Vice Chair Lakava questioned the project's prolonged duration and road condition impacts. Staff reported that the contractor had not secured permits for dewatering, but with surety support, completion is expected within two years. The committee voted unanimously to approve the consent agenda.
Public Comments & Testimony
- Non-Agenda Public Comment: Will Radigan of the San Diego County Bike Coalition thanked the committee for supporting bike items in the budget but noted that the Mayor's May revision did not include a doubling of funding for the STAT (quick-build bikeways) team from $1.35 million to $2.7 million. He urged the committee to use its last chance to advise the budget to increase funding.
- Mayor's Representative Comments: Randy Wilde, Senior Policy Advisor, provided updates on state and federal grant applications (ATP Cycle 6, Safe Streets for All, Reconnecting Communities), community parking district budgets, a SANDAG planning study for the San Ysidro Transit Center, and the second task order for the Master Mobility Plan, which includes a focused update of the Bike Master Plan.

- Item 2 – Fiscal Year 2022 CIP Year-End Budget Monitoring Report and CIP Budget Revisions: Ben Bitalia (Assistant Director, Department of Finance) presented a request to appropriate and reallocate $84 million across over 100 actions. Key points: $42.1 million in new appropriations (mostly from development impact fees), $37.6 million in transfers, and updates on TransNet fund balance ($37.2 million held at SANDAG), gas tax allocations, and bond proceeds. IBA representative Aaron Noel noted no specific concerns but suggested an update on the "Sexy Streets" program. Council Vice Chair Lakava expressed concern that some projects were receiving first-time funding and moved to recommend approval without a recommendation, but after discussion the committee substituted a motion to recommend approval to full council with the requirement that staff highlight projects receiving first-time funding in the report, and that staff brief all council members. Passed unanimously.
- Item 3 – TransNet Local Street and Roads Program 2023 RTIP Development and FY23–27 Program of Projects: Gene Matter and Julio Canasol (Transportation Department) presented the five-year program. The FY23 proposed TransNet budget is $47.7 million (30% for maintenance, 70% for congestion relief). The city received a clean audit for FY21 and has reduced TransNet fund balance. The council is asked to approve amending the 2021 RTIP and adopt the 2023 RTIP including the 47th & Euclid Complete Street project. Staff clarified that new bike facilities (class 4 protected lanes) are bundled with existing projects. The motion to approve passed unanimously.
- Item 4 – Award Consultant Agreement with RIC Engineering for Maple Canyon Storm Drain Upgrade: Alif Cetin (Deputy Director, Engineering & Capital Projects) presented a phased request for $6 million total (term of 7 years), with the first phase ($745,000) for alternative analysis. The project aims to address severe flooding (shown by a "chocolate milk" geyser photo) by installing storm drains up to 96 inches in diameter, coordinating with airport and SANDAG Central Mobility projects. IBA noted EOC workforce underrepresentation but no EEO plan required. Councilmember Campbell requested that the alternative analysis consider diverting stormwater to the Pure Water system. Council President Pro Tem Montgomery-Step raised EEO concerns and asked for an EEO plan from RIC Engineering. The committee approved staff's recommendation with the added requirement that staff return to ATI after the alternative analysis (phase 1) before proceeding to subsequent phases. Staff committed to provide an EEO plan update at the next meeting. Passed unanimously.
- Item 5 – Tecolote Canyon Trunk Sewer Improvements, Golf Course Water Connection, and Sewer Group 836 – Authorization to Award Construction Contract: Luis Shar (Deputy Director) presented a $51 million construction contract covering 26,000 linear feet of sewer replacement, 600 feet of water main, and sewer group work. The project involves deep trenches (up to 27 feet), tunneling (up to 30 feet), five stream crossings with dewatering, and a 60-month mitigation/monitoring program. The committee questioned the change order threshold increase from $500,000 to $1 million per action. IBA suggested requiring updates on change orders exceeding the previous threshold. Vice Chair Lakava requested an informational item when the contractor is selected. The motion to approve passed unanimously, with staff commitments to report on change orders above $500,000 and to provide an informational update on the selected contractor.
