The Active Transportation and Infrastructure Committee of the San Diego City Council met on September 14, 2022, at 2:00 p.m. (10:00 UTC). The meeting was chaired by Councilmember Joe LaCava, with Council President Pro Tem Monica Montgomery Steppe and Councilmember Jennifer Campbell present; Councilmember Von Wilpert was absent. - Item 1: Acceptance of an in-lieu fee of $150,000 from Airway Logistics Owner LLC to satisfy a condition for project 665589.

- Item 5 (Ocean Beach Pier Replacement): Staff (James Nagelvoort, Elizabeth Schroef Nichols) presented a third amendment to the sole-source agreement with Moffat & Nickel for up to $2.4 million (implied by the contract increase) to support full replacement of the 55-year-old pier, which suffered damage in 2019 and 2021. An $8.4 million state grant with a July 2024 expenditure deadline funds the planning. The amendment covers task force support, CEQA/NEPA, and bridging documents for design-build. The $36 million project includes structural retrofits, a new ocean operations building, and solar carports to achieve zero net energy. Funding comes from Metro Sewer CIP funds. Motion by Campbell, seconded by Montgomery Steppe; passed 3-0.
- Item 8 (CMP Repairs and Santa Clara Pump Station Emergency): Interim Stormwater Director Bethany Bizek requested authorization for city force work (exceeding $100,000) on two corrugated metal pipe (CMP) repair projects in Districts 4 and 8, and a $3.7 million budget transfer from green infrastructure to flood resilience for emergency repairs at the Santa Clara Pump Station (District 2). The pump station had a 2010 flood causing electrical hazards; total emergency cost is $5 million. The IBA noted a $1.8 billion stormwater funding gap and that emergency repairs totaled $63 million from FY2019-21. Motion by Montgomery Steppe, seconded by Campbell; passed 3-0.
- Item 9 (Denry Ranch Neighborhood Park Reimbursement Amendment): Staff (Gaetano Martetti) requested approval of a first amendment to increase the reimbursement agreement from $15.1 million to $22 million for a 9-acre park in Otay Mesa, funded by the Otay Mesa Facilities Benefit Assessment (FBA). Bids came in higher in 2019 and 2020. The IBA highlighted the trend of rising construction costs (13.4% inflation in 2021 in California). Motion by Campbell, seconded by Montgomery Steppe; passed 3-0.
