Active Transportation and Infrastructure Committee Meeting - October 12, 2022
The Active Transportation and Infrastructure Committee met on October 12, 2022, using the AB 361 teleconference format. Chair von Wilpert presided, with Council President Pro Tem Montgomery Steppe, Councilmember Campbell, and Vice Chair LaCava present. The committee approved the September 14, 2022 committee actions, one consent item, and two action items, and received informational updates on the SANDAG Youth Opportunity Pass and the fiscal year 2022 Capital Improvement Program and State of Construction.
Committee Actions and Consent Calendar
- Approved the committee actions of September 14, 2022 unanimously.
- Approved consent agenda item 1 unanimously: the second amendment to the agreement with GHD Inc. for the design of the OTI first and second pipelines west of Highland Avenue project.
Committee Updates
- Randy Wilde, mayoral representative, gave updates on sidewalk repair backlog reporting, upcoming council policy amendments on CIP prioritization and outreach, Balboa Park mobility projects including the Park Boulevard protected bike lanes and a new quick-build modular roundabout at Morley Field and Florida Drive, and a specialized transportation program grant application for a zero-emission door-to-door shuttle in Balboa Park.
Public Comments & Testimony
- Non-agenda public comment: Michael requested urgent road repair on Montangos Street between Montango Street and La Camo Road in Mira Mesa. Blair Beekman urged the city to develop open, accountable, and accessible practices around surveillance technology.
- Youth Opportunity Pass: Karina Contreras, transportation policy advocate for Climate Action Campaign, called the program an overwhelming success and asked that its evaluation include greenhouse gas emissions and VMT reduction impacts. She supported continuing the 18-and-under pass and considering expansion to age 24.
- Lighting agreements: Blair Beekman said the city is continuing smart streetlight practices with a different company, and requested an open public narrative, accountability, and minimal technology use.
- SR 56 expansion: Blair Beekman described Bay Area/VTA examples and suggested planning for a future with less automobile use. Karina Contreras questioned how the SR 56 expansion fits the Climate Action Plan, noted no quantifiable GHG reduction was listed, and cited costs and bus operator shortages.
Discussion Items
- SANDAG Youth Opportunity Pass pilot program (item 5): Zachary Bratt, SANDAG associate regional planner, presented. The pilot provides free transit on MTS and NCTD services for county residents 18 and under. It used approximately $9 million from SANDAG's Federal Congestion Mitigation and Air Quality Improvement Program allocation and County of San Diego American Rescue Plan Act funding. More than 25,000 Pronto cards were distributed and over 13,000 youth signed up by mobile app, for roughly 40,000 new enrollments. Youth rides on MTS nearly doubled; September 2022 had over 500,000 youth rides compared with about 290,000 before the program launched. Individual youth riders grew from about 14,000 in April to nearly 40,000 in September. A permanent 18-and-under program was estimated at about $6 million per year in 2019 dollars, and expansion to age 24 at roughly $35 to 40 million per year in 2019 dollars. An impact study is underway. Councilmembers praised the program and its North County use.
- FY 2022 State of the Capital Improvement Program and State of Construction (item 4): Rania Amen, Karen McGreff, and Myrna Dayton of Engineering and Capital Projects presented. There were 1,248 active capital projects. The adopted FY22 CIP budget was $789.5 million and grew to over $1.1 billion by year-end, including $169 million in added funding sources and $160 million in new general fund debt. Expenditures totaled $569.7 million. Major highlights included Pure Water progress, West Mission Bay Drive Bridge, Market Street Complete Streets, Island Avenue Mini Park, Lake Hodges Dam emergency repairs, and Ocean Beach Pier repairs. Soft costs fell from 48% to 47% but remained above the statewide average of 44%. The project delivery schedule measure was 64.9% against an 80% target. Construction change orders remained below the 4% industry standard. ECP is establishing a quick build unit, a project management office, and an employee services section, and continues work on CIP policy updates. Staff reported bid cost escalation of 20% to 30% in some cases. Chair von Wilpert noted street overlay repair miles declined from 112 in 2013 to 33 in 2021 and 2022, and staff cited the need for stable dedicated funding. IBA representative Aaron Noel noted the next mid-year CIP report will follow the revised transparency policy and include additional contract-related information.
- Lighting control services agreement amendment (item 2): Lindsay Haas and Alyssa Mudo of Sustainability and Mobility presented. The amendments close out parts of the legacy Current powered by GE outdoor lighting project. The city would waive access to the remaining $11 million in loan funds, be released from $95,000 in Lightgrid software fees, and receive $321,000 in returned CDBG funds. The city spent $19 million of the $30.2 million loan. The item does not address CityIQ sensors. Staff said future lighting retrofits will use competitive procurement. Vice Chair LaCava noted no new technology is being acquired and characterized the action as contract cleanup. The IBA had no concerns. The motion passed unanimously.
- SR 56 cooperative agreement (item 3): Duncan Hughes and Gary Chewy of the Transportation Department presented. The city will contribute up to $22.5 million from facilities benefit assessment and developer contribution funds toward construction of HOV/managed lanes in both directions on State Route 56 between El Camino Real and Gonzalez Creek Bridge. Caltrans will cover remaining costs. Estimated construction starts April 2023, with substantial completion October 2024 and project completion October 2025. Councilmembers highlighted transit demand, the Class I bike lane, and future expansion.

Until further notice, our committee meetings will be conducted pursuant to the provisions of California Government Code Section 54953E, added by Assembly Bill 361, which allows the city to use teleconferencing and to provide the public an opportunity to address the city council via a call-in option or an internet based service option during a proclaimed state of emergency. While the public is allowed to attend the meetings in person, we encourage you to maintain six feet of social distance as well as follow California mask guidelines where masks are strongly recommended.
