City of San Diego Audit Committee Meeting - June 9, 2021
The San Diego Audit Committee met virtually on June 9, 2021, at 5:00 PM UTC, to discuss confidential audit reports, create subcommittees, appoint a member to the Disclosure Practices Working Group, and receive updates on fraud hotline activity, auditor monthly activity, and the auditor's 2020 accomplishments. The meeting was held under Executive Order N-29-20 due to public health concerns.

- Item 1: Confidential Audit Report Review – City Auditor Andy Hanhaus and Chief Deputy City Attorney Heather Ferbert presented options for discussing confidential audit reports. The auditor noted that of 45 confidential recommendations outstanding as of December 31, 2020, 15 were implemented, 30 were not, and 25 of those in process were past their original target date. The committee voted unanimously to create an ad hoc subcommittee of two members (Halpern and Tapsuri) to review the confidential report and report back with a recommendation on whether to forward it to the Mayor, Council President, and City Attorney for Council closed session discussion. (Motion by Vice Chair Lakava, second by Halpern)
- Item 2: City Auditor Performance Metrics – The committee voted unanimously to create an ad hoc subcommittee (Halpern and Tapsuri) to recommend performance metrics for the City Auditor, to be reported at the July 28, 2021, meeting. (Motion by Lakava, second by Halpern)
- Item 3: Appointment to Disclosure Practices Working Group – The committee unanimously appointed Vice Chair Lakava to represent the committee on the City's Disclosure Practices Working Group, which oversees compliance with securities laws. (Motion by Chair Moreno, second by Halpern)
- Item 4: Quarterly Fraud Hotline Activity Report (FY21 Q3) – Senior Fraud Investigator Andy Horita reported 45 fraud hotline reports received in the quarter, 26 within purview, and 31 cases closed, leaving 39 open. Two department-referred cases were substantiated; three resulted in corrective actions. The committee unanimously accepted the report as information. (Motion by Lakava, second by Halpern)
- Item 5: City Auditor Monthly Activity Report – City Auditor Hanhaus updated the committee on ongoing audits (including CARES Act, 101 Ash Street), staff changes, and efforts toward a 2022 ballot measure for independent legal counsel. This item was informational; no vote required.
- Item 6: City Auditor's 2020 Annual Accomplishments Report – Assistant City Auditor Kyle Elser presented the report, noting 14 performance audits, 117 recommendations, and 490 volunteer hours at the convention center homeless shelter. The committee expressed appreciation. Informational item; no vote.

The committee members will be participating via Zoom, and no member of the public will be in attendance at the meeting in the interest of public health and safety. In addition, this meeting is being televised and live streamed on the city's website, and the committee liaison has made arrangements for the public to comment using the Zoom webinar platform. We appreciate the public's cooperation. I will go over the specifics of how to join the webinar and we'll give details on how the public can offer their public testimony. Lisa Byrne with the office of the IBA, Joan Dawson with the City Attorney's Office, and our city auditor Andy Hanao. The public may view the meeting on public television on City TV channel 24 for Cox Communication and Time Warner or Channel 99 for ATT or view the meeting online by going to the City Council Committee homepage at Sandiego.gov and selecting the City TV Live Webcast blue button on the right hand side of the page. The committee meeting will be held virtually using the Zoom webinar platform, and members of the public can offer public comment on items by accessing the Zoom webinar online using a desktop computer, laptop, tablet, or smartphone, or by calling into the meeting using a smartphone, cellular phone, or landline.
