4:26

You may begin if you will have two minutes.

4:33

Um committee members.

4:39

Um I asked some questions that I think are still unanswered.

4:42

It has to do with uh trailers that were provided by the state of California to the city of San Diego over three years ago now.

4:51

And uh, what is the status of those trailers?

5:00

Uh in my comments at your July meeting, I was concerned that there was a new shelter uh operation being set up at the Pershing Drive parking city parking lot.

5:06

Uh it seemed like a perfect place to have these remaining trailers that are not being used sent transferred from the Choyous city parking and storage area over to the Pershing area.

5:19

Um, but I I don't believe that that has happened.

5:22

And and I think that is a matter not only of public safety, but also a matter of uh budget efficiency.

5:28

It's wasteful to have trailers sitting unused for years when they could be providing uh more secure and more comfortable housing for people in need.

5:36

I also asked about the status of the um menstrual uh program, menstrual products program, and I still haven't received a response to that.

5:47

If if they have been set up, I have been um making it a point when I see a uh public restroom or um a facility where the city is managing a restroom and a library or park and recreation center um to see if they are using again.

6:04

This is a matter of economics, not only for the the people needing these products, but um members of your committee allocated a hundred thousand dollars in the prior fiscal year to make those available.

6:16

So at some point, I hope that uh this committee will address it.

6:20

Does it make fiscal sense to allocate funds and then have them not that program not be implemented uh as intended?

6:29

Thank you.

6:30

Thank you very much for your comments and chair that does conclude public testimony on the past committee actions.

6:36

Okay, at this time I will entertain a motion to approve the committee actions.

6:40

Do I have a motion?

6:41

Motion by our vice chair and a second by a member Lee.

6:46

Um Tyler, please call the roll.

Budget and Government Efficiency Committee Meeting – September 13, 2023

The Budget and Government Efficiency Committee of the San Diego City Council met on Wednesday, September 13, 2023, at 9:00 a.m. (Pacific) to consider several contract extensions, a financing agreement for police helicopters, a street sweeper procurement amendment, and the annual budget calendar. All votes were unanimous (4-0). The meeting included public comment on a range of topics including vendor diversity, surveillance technology, climate action, and fiscal transparency.

Consent Calendar

  • Approval of Committee Actions (July 12, 2023): The committee approved the minutes of the July 12, 2023 meeting by a 4-0 vote after a brief public comment period. One speaker, Lori Saldania, raised questions about the status of state-provided trailers and the city's menstrual products program, but no changes were made to the minutes.

Public Comments & Testimony

  • Lori Saldania (multiple items): Commented on unused state trailers (concern about waste), the menstrual products program (allocation not implemented), an INews report on $4 million in unplanned purchases (60% due to staff errors/poor planning), and lack of diversity in vendors (NeoGov, LexisNexis, Bank of America). She urged the committee to investigate purchasing practices and prioritize equity.
  • Blair Beekman (multiple items): Discussed the importance of a 6–8 week public review period for the upcoming smart streetlight contract, accountability related to 9/11, cybersecurity policies, and data collection practices of LexisNexis and Ubicua. He also advocated for electric street sweepers and spreading out procurement over time.
  • Judy Strang: Asked about the transfer of the cannabis business division from the mayor's office to the Office of Equity, expressing concern about marijuana businesses and the need for transparency.
  • Janet Bougewa: Proposed a prevention-focused housing program with liaison roles and questioned the city's revenue split with the Padres for Petco Park events.
  • Dan Schmikowski: Suggested placing unused trailers on Fiesta Island to serve homeless individuals and criticized the mayor's e-file for excessive spending.
  • The Original (unidentified): Opposed electric vehicle mandates, arguing that lithium batteries are toxic and dangerous, and criticized the push for electrification as wasteful and harmful.

Discussion Items

  • Item 1 – NeoGov Contract Extension (to August 2024): Staff requested a one-year extension of the recruitment and applicant tracking system contract (not-to-exceed $118,510.15) while an RFP for a long-term solution is underway. RFP released August 11, 2023, closes September 20, 2023. Councilmember Lacava expressed frustration with the sole-source extension and timing, but the motion passed 4-0.
  • Item 2 – LexisNexis Contract Extension (Amendment #4): Requested a four-year extension (through December 2027) for data subscription services used to collect delinquent debt. Annual cost not to exceed $100,000. The contract is tied to the state's agreement. Passed 4-0.
  • Item 3 – Master Lease Agreement for Police Helicopters: Approved financing of three Airbus H125 helicopters (total $16 million) via Bank of America with a 10-year lease, estimated interest cost $2.9 million, annual payments ~$1.9 million from police operating budget. First reading in October 2023. Passed 4-0.
  • Item 4 – Elgin Street Sweeper Contract Amendment: Increased contractual authority by $14.04 million (total $17.04 million) for diesel and electric sweepers. FY24 fleet plan includes seven diesel units at ~$450,000 each; EV option at ~$950,000 per unit. Staff plan to order EV sweepers starting FY25 but noted infrastructure challenges. Passed 4-0.
  • Item 5 – FY2025 Budget Development & FY2024 Monitoring Calendar: IBA presented key dates, including changes to CIP priority submission (now via budget memos), earlier release of May revise briefings, and streamlined process. Committee approved the calendar with discussion on timing, public input, and the need for early release of the May revise. Passed 4-0.

Key Outcomes

  • All five action items were approved unanimously (4-0).
  • Committee directed the IBA to include items with four council member signatures in the September budget memo appendix (per Councilmember Lacava's request).
  • The FY2025 budget calendar will be forwarded to full City Council for approval.
  • The next regular meeting of the committee is scheduled for October 18, 2023 at 9:00 a.m.
