Welcome to the budget and government efficiency committee meeting of January 10th, 2024.

Our committee manager Ty Birch will go over instructions for today's meeting.

While members of the public are able to attend the meeting in person, this meeting is being televised and live streamed on the city's website, and Council Administration will continue to make arrangements for the public to comment using the Zoom webinar platform.

Members of the public who wish to provide virtual testimony must enter the virtual speaking queue by raising their hand before the virtual queue closes.

The queue will close when the last virtual speaker finishes speaking, or five minutes after in-person testimony concludes, whichever occurs first.

This will allow for bearing management between the two platforms and ensure that the committee is able to manage and conduct safe business.

We appreciate the public's cooperation.

Per rule 2.7 non-agenda public comment is an opportunity for members of the public to comment on items that are not on today's agenda, but within the subject matter jurisdiction of this committee.

Each speaker will have two minutes.

If you've already joined the Zoom webinar online or by phone, please raise your hand if you wish to speak at this time.

If you're in person, please come up to the reserve seats at the front of the room when your name is called and be prepared to come up to the lecture and in the order called members of the public who wish to provide virtual testimony must enter the virtual speaking queue by raising their hand before the queue closes.

Good morning.

Yeah, so I just find it interesting that um, and I wonder if you guys do as well, but nobody shows up to most of the meetings or calls in.

Sometimes nobody does.

Um and it's sad because you know, there's no way to know really what's going on in your own community unless you pay attention to different meetings and what you guys are planning.

And because there's so many throughout the county of San Diego, um, you know, it can spread a person thin to be able to, you know, figure out really what is going on around them.

And and you can't just, you know, listen to the fake news or whatever um, you know, uh different maybe some of you guys as far as like what's going on, because I think you really have to, you know, listen to the way that you guys talk about things and talk about the people and um, you know, how you you work to get them to change behaviors or do different things, or you have to incentivize them to, you know, get us to go along with whatever agenda that you're pushing.

And so I would just hope maybe, you know, I don't know if there's a better way to because I don't I mean, you don't promote them.

There's no promotion of the the meetings to try and get more of the public to come and actually provide their input.

So, you know, it shouldn't be people like me who have to tell everybody um, hey, there's a meeting, this is a meeting.

This is like so that they can show up.

It I feel, you know, there's enough money in the city, and you guys have your, you know, uh the different social media and whatnot, but I feel there needs to be more um you know, um promotion of these so that that people understand that they can put input because I think a lot of times people will come when it's too late and they'll think that you know they never had an opportunity to say anything, but they should be speaking on stuff from the beginning.

So I don't know if you guys can work on that.

That would be great.
