All right we proceed the item before you say is the fiscal 2026 business improvement district work big lines the city collects assessments from businesses and contracts with nonprofit associations provide technical assistance for small businesses promoting further and attract customers program is authorized by the park carry law on 1989 the California streets active programs strengthen small business communities create new jobs attract new business and revitalize solar communities this action relates to the teaching plan priority and we done technically district programs on the signature neighborhoods and incorporate mobility connections and sustainability by fostering resilient and economically processing we don't have a total of 18 active bids that are nonprofit business associations and one current managed economic development for fiscal 2026 estimated 1.5 million dollars in assessments would be collected from approximately 1200 businesses located within all districts atoms Avenue Sea Heights college area diamond downtown east village boulevard elcool gateway gas little in mission hills north park ocean beach old town Pacific beach and San Diego association managers have developed a racky step markets and networks every year we try to highlight different notable Kid activities across last year we focused on district three and four this year we'd like to highlight this screen nine first photo in your hand now is the old town swear business with over 42 crack all those moving under the stars and handled procession that's the lab is up on bull business improvement institutions scroll of our little site on the success record scroll bar this brought together neighbors from Talk Hensington and City pass for a walk about little site on exploring their ultra group sweet enders highlighted work in small businesses the next photo is the band California guitar trio performing

Additional accountability provisions were added to the agreement to the strict 2022 and remain part of the firm agreement.

These provisions include the requirement of anti-harass, non-discrimination, and inclusion policy signed by all board members and staff, and the requirement that all board members and staff is in the lab.

Also included is additional conflict vendors cost.

Uh, as I was saying in previous discussions of business improvement district funding, if you were leaving out the short term vacation rentals in many of these communities, you are overlooking the source of revenue FC.

These columns have been converted into distancing, they are in neighborhoods adjacent to many of these different improvement agreements.

They are not operating as residents any longer, they are operating as business, and in the same way that we want to encourage our business district to have fund to be able to provide for the operations and improvements by local money in their communities by leaving out short-term vacation rentals.

You are overlooking a significant potentially significant source of residents to go to that.

The other thing I want to say is I appreciate Council Member Foster.

You made the point of the discussion to wave the council rules.

So I'm able to seek on this issue because round app requires every item on an agenda under discussion to be open to public comment.

When you introduce a measure on our sort of assistance, we are meeting here, and because I think all the motivation building or the other edits apparently have some structural concerns.

I understand moving here, but I don't understand is the public not making the public the chance to see, and then shutting them down on an issue that you have put before the without any information on the ballot.

There are thousands of people who probably oppose what you're discussing today, and not allowing them to see virtually.

I strongly suggest we reschedule this early for another time when we can meet fully public comment requirements.

Um I want to make everybody who's involved in um civic theater available from the city as the council president central effort and appreciation.

Um related to the site, I want to make all of our business district um staff, board members, callers towards the businesses themselves.

Uh for all the different uh our communities they play a key role in the structure of the Cub and uh all the small businesses five, they need jobs, trying to do the best uh reading many of our first supporters.
