Um, I wanted to offer um for item 701.

Thank you for offering uh uh for both of these items thank you.

Uh declared uh declaring a continued state of local emergency uh for the January 22nd uh winter storm.

If we are honest and accountable in what has happened and why this winter storm has happened, um I think that will just go a long way for uh community and for local government and for state and federal government to trust us more and trust us better, and we can return to some really important goals we were trying to accomplish we've been trying to accomplish in San Diego, and it's just really important that we practice accountability and to say sorry and to add and to offer real reasons why this what has what our problems and faults were with the storm issues.

Good luck in those efforts.

And thank you that uh we're trying to practice a patience in reasoning why this is happened, and that that takes effort to to hear all the points of view how this the storm could have possibly created what it's had and uh how we talk about that.

Um those efforts.

Um for item 701 declaring a continued state of emergency with raw sewage for Tijuana um Mexico area.

I've been learning interestingly, um Tijuana wants to practice uh desalinization using ocean water for the future of their sewage issues, whereas I think we can come on pretty strong with ideas of pure water and stuff like that.

Um out of that uh Mexico Tijuana, they just uh ordered a whole bunch of new filtration systems for the sewer projects.

I've learned through Sandag that are freshwater filter systems.

So there's a bit of confusion going on in the process.

Really good luck how we we just have to line up working together well and uh working on these issues.

Cesar Javier, we have prestigious uh thinkers, I know, and expected from the nine councillors and the city attorney and the clerk office.

Oh, the mayor is absent again.

This is within the Ben diagram we call survivability of humans and the shell that we owe to protect.

Remember, we can never defeat nature, we could only protect us.

This is a science-based platform that we ought to dig, and even going out of the box, if only to fulfill that long-term vision attorney.

Decent home, suitable surroundings.

That's our goal as humans, particularly our thinkers.

What makes it bad and ugly is that sandwich that corruption between the right thing to do and the never mind to do?

We are here to observe you, observe us public, what we could do on the right thing, and I think Council Rivera, Council Lacaba are primary thinkers of this, solution makers, with the language of the judiciary branch, and the executive branch, so it's again absent, pollution, air, water, land, cost.

And the Executive Branch, so we shall get absent, pollution, air, water, learn, cost.
