Today we stand at a crossroads in this country from Minneapolis to San Diego.

Families are being torn apart, brutalized, disappeared, and killed by law enforcement actions of lack of clear accountable directives.

Justice Mutt, the U.S.

immigration and customs enforcement agent, forcibly shot Renee Good, 37-year-old American mother of three, a legal observer who is killed, allegedly trying to monitor federal agents.

She's not the first.

She's not the first that ICE killed.

We need to say the names of Keith Porter.

We need to say the names of Silvera Gonzalez.

We need to say the names of many other that have been killed by ICE agents.

Those of us that are in the streets that are doing this work, we see this and we've known this is coming.

They're going to kill us.

Here in San Diego, our residents are terrified.

Our families are being torn apart and our constituents feel abandoned while Todd attends ribbon cutting and private meetings.

Real safety comes protecting unarmed from listens of those who are on the ground, not from doubling down on the devastation.

I but did the paperwork for them to have foster care.

And also that I'm trying to find a place to go.

I've been asking for my social security check to be reinstated so I can have a better life.

I'm living in poverty right now.

And if I can uh also say that I'm I'm doing much better since I've been coming to see you guys and talk to you and my school at STSC City City College.

I've been attending, and my my life has been so much better since I've been coming to see you guys down here.

Uh disclaimer, this is not directed at council members um per se.

San Diego's 105 million dollar budget deficit is unacceptable.

The proposal to increase the sales tax did not pass because the voters did not trust that the increased revenue would be judiciously utilized.

Public trust is at an all-time low.

Infrastructure is unacceptable.

Neighborhoods are flooding, roads are a disaster, library hours are diminished.

Public safety budgets are not what they should be.

The pension system is out of control.

Unintended consequences are the norm.

Middle management increased by over 470% in ten years, and grew 23 times faster than frontline workers while our services decreased.

Despite staffing, record spending and record revenues, according to the city's own data, performance has declined across nearly every core fun city function.

The state is in dire need.

In dire straits.

We don't want anybody in our community to be shot in the face three times.

We don't want them smashing into cars to drag people out.

We don't want them tearing apart our communities, our families, people are living in terror.

We're here because we just went to Sacramento to do a bill on AB 1157 for five percent rent control.

We are having a housing crisis, and um our representatives are not taking consideration of our lives.

And um, we're one pay people are one paycheck away, or even less to being houseless, and also our taxpayer money are paying for a genocide, and which our money should be coming over here.

And um, it's in it's connected because ICE is learning their tactics from the IOF, Israeli occupation force, and we just send billions of dollars to um them to support them.

And I don't want my tax dollars to be supported in this genocide, and all of you are a part of this, and you're not doing anything about it, and everybody is affected by it, and everybody is upset.

And if you're not gonna help us, we're taking action.

Full public participation is often difficult work for everyone, but I think it may have come uh we have come up with some incredibly good results and that we need to better work towards in the future of San Diego.

Meanwhile, it's simply shameful to Cindy San Diego City government is forceful.

Um I hope we can develop an organized system of a public process for the future of San Diego to weigh in on ideas.

Uh two to five dollars, I think is a much better idea than five to ten dollars, by the way.

Uh, this ideas can circle back around to the future of uh good technology practices.

Oakland is working on ending their flock program.

We can be doing the same in 2026 in San Diego and helping with tech issues.

Hi, this is Sandra Ebbing, and I just want everyone to know that the uh ordinance will make no difference whatsoever while we have a district attorney who sleeps in the same bed as the federal judge who can issue the warrants.

Remember, she has an agenda.

She wanted to import 120,000 undocumented, unvetted Afghani refugees.

So she needs to make room for her Afghani refugees.

In doing so, she uses her husband to issue the warrant to get rid of people.

I'm calling to ask you as City Council and certainly the mayor to be committed to caring for and protecting the vulnerable in our city.

Um, 2025 is certainly was a disappointing year, and I'm hoping that 2026 San Diego can stand up and fight back better.

Uh, I'm calling in to demand that our city protect our immigrant neighbors, especially our Somali neighbors, who the Trump administration just is very committed to attacking.

Um, and to condemn STPD cooperating with ICE in previous incidents.

My hope is that the city council and the mayor's office can clearly direct STPD to protect residents of San Diego when IC goes rogue.

Additionally, I work in Home Health Services, and I have been so disappointed by how much taxpayer dollars we're wasting on sweeps.

There are more humane solutions.

We don't have enough shelter, we don't have enough affordable housing.

Please take action on this and also shut down Flock in 2026.
