Public comment from Stephen Yer (Teamsters steward) argued take-home pay decreases upon promotion, housing costs have risen 180% since 2009, and lifeguard wages only increased 27%. He noted the city’s low-income threshold ($77,200) exceeds an A-step lifeguard 2 salary (~$70,000). Commissioners discussed potential compression and broader implications. Deputy COO Alia Corey recommended adjusting the entire series to maintain compaction. After debate, the commission voted to table the item to allow staff to recalculate for lifeguard 2, 3, and sergeant. Vote: 3-0 to table.
- Item 22 – Salary Review Schedule for FY2026: Approved the proposed schedule extending the submission window from February to June (previously one month in June/July). Staff noted this addresses feedback from departments. Unanimous.

Following staff's presentation, we'll open it up to public comment. Each speaker will be limited to five minutes. And the next item is 19. Staff, you may present the item. Good afternoon, Commissioners. Carissa Rosemore for staff. Item nineteen is a request from Micah Van Esler, police officer two for a three-month second extension, specially without pay, ending April first, twenty twenty-four, with his name to be placed on the eligibleist for police officer two. Mr. Van Esler is requesting this leave to maintain his employment eligibility. Mr. Van Esler has been employed with the city since October nineteenth, two thousand seven. Item 20 is a request from the transportation department to suspend competition in order to allow the appointment of 11 incumbents to the classification of street lighting electrician. The incumbents' electrician positions were recently reclassified to street lighting electrician. They meet the requirements of the position, and the department's justification for suspended competition has been provided to you. There are no current eligibleists for the street lighting electrician classification. Staff has reviewed this request and is recommending approval. Is present to answer any questions you may have for the department. So for the uh, how many uh street lighting electricians are there right now? Um Chris Gascon Assistant Director Transportation Department. They're currently uh 14 electricians that we have in that uh immediate section. Okay. And only 11 are eligible to be promoted to that um to the second classification or yes, only 11 uh met the amendment requirements that were defined uh in the reclass uh for the street lighting electrician. Okay, so if this if uh if we approve this, um, will the other three or so be uh be able to move into that classification also too later on if they meet the requirements? Yes, yes, okay. Uh I've moved to um approve the request from the transportation department to suspend competition to appoint um the incumbents for street lighting electrician. I second that motion. And I'm also yes.
