- Item 1: Greater Hillcrest Maintenance Assessment District (MAD) Formation – Staff and the Hillcrest Business Improvement Association presented a proposal to expand and merge two existing districts. The district would provide clean and safe services (security ambassadors, sidewalk cleaning, tree maintenance) with a budget of $416,000 for security and $249,000 for maintenance in the first year. The petition exceeded the 30% support threshold. Councilmember Campillo moved approval, seconded by Chair Campbell.
- Item 2: Elimination of Juvenile Library Accounts Referred to Collections and Fresh Start Program – Library Director Misty Jones presented the proposal to remove 2,700 juvenile accounts from collections and create a one-time amnesty program funded by the San Diego Public Library Foundation ($70,000 in fees waived). The program is modeled after Seattle's Fresh Start program, where 70% of youth resumed library use. Councilmember Campillo moved approval.
- Item 3: Five-Year Contract with UBM Enterprises for Janitorial Services – The library department requested approval of a $9.1 million contract (70% increase over previous vendor). The contract covers 36 library locations and special events at Central Library. Councilmember Campillo moved approval after confirming no trade-off with branch programming.
- Item 4: Joint Use Program with School Districts 2023 Annual Update – Informational presentation by Parks and Recreation. The program has 103 joint use facilities across 400 acres, with 23 Play All Day parks opened since 2016. Two new facilities opened in 2023: Marston Middle School (Claremont) and Taft Middle School (Sara Mesa). 54 of 122 agreements with San Diego Unified have been updated. No vote required.
- Item 5: Come Play Outside 2023 Updates – Informational presentation by Parks and Recreation. The program served 48,728 participants in 2023 (27% increase despite 16% funding cut). Activities included Parks After Dark (96 events, 32,559 attendees), Teen Night (6,062 youth), Summer Movies in the Park (5,470 attendees), day camps (1,968 students), free swim lessons (1,486 participants), and junior lifeguard program (24 participants). Funding totaled $1,566,766. Plans for 2024 include expanding partnerships and marketing. No vote required.

Um, it was talking about what I said was um I was talking about recent storm city leadership land use after the storm and the need for to help um affected communities. Um, you know, I want to be clear that I was talking about the geoengineering in the recent storms, the weather modification, the cloud seeding that was taking place. And um, you know, I think it's important to be um transparent with the people so that they understand and also the land use after the storms.
