Welcome to the community and neighborhood services committee meeting of today, August 26th, 2026.

Our committee lays on Natalie Kessler will provide information and instruction for the public to participate in today's meeting.

While members of the public are able to attend the meetings in person, this meeting is being televised and live streamed on the city's website, and Council Administration will continue to make arrangements for the public to comment using the Zoom webinar platform.

Per Rule 2.7 non-agenda public comment is an opportunity for members of the public to comment on items that are not on the agenda but within the subject matter jurisdiction of the committee.

Each speaker will have two minutes.

And we've received two speaker slips for non-agenda public comment here in the committee room, and there are currently five hands raised in the virtual queue.

We will begin with those here in the committee room.

And I do have these videos that I am using in multiple committee and council hearings because there are people who may be watching who are not aware of the flooding already taking place in our coastal areas.

This is at the end of Mission Boulevard, is in District 2.

The stormwater department, this is in August.

This is the high tide about two weeks ago.

And prior to the stormwater division going and welding down the plates covering this storm drain, you can see the water bubbling up.

It was actually displacing these very heavy metal plates, causing a tripping hazard.

You can see cars driving by.

Again, Mission Beach.

Keep going.

This is Midway Drive.

It had not rained.

This is midway drive on a dry, clear night because groundwater is pushing up through the stormwater department.

A deputy director from the stormwater department was actually at the site of this flooding.

And they are very concerned because this is where sewage overflowed the system during storms a few years ago, flooded sewage into mission into San Diego Bay, Mission Bay, San Diego Bay, and the river, these are some of the crews out there.

They're all connected.

And if you're going to put midway sinking as a project without safeguards in place into this area, this is the type of flooding that you're going to have on uh more frequent basis because sea level rise is happening faster even than we had anticipated.
