Environment Committee Meeting - September 15, 2016
The Environment Committee met on September 15, 2016, to consider four items: approval of the previous meeting's record, a design contract for the Pure Water Marina Pump Station, a CIP project for Miramar landfill improvements, and participation in two new PACE programs. Councilmembers Kate and Sherman were present; Councilmember Gloria was absent. All items were approved unanimously.
Public Comments & Testimony
- Martha Welch spoke on non-agenda items, expressing concerns about a sewer pump failure that released six million gallons of sewage, lack of performance reporting, high water bills, and SDG&E rates being higher than elsewhere in the state. She urged better maintenance and transparency.
Consent Calendar
- Approval of the record of action items from July 21, 2016, was approved by unanimous consent. Councilmember Kate asked about mitigation credits for the project, and staff confirmed approximately 54 credit acres would be generated, with 8.5 acres available for existing channel work and the remainder for future use.
Discussion Items
- Item 2: Agreement with AECOM for Marina Pump Station and Conveyance System Design – Staff presented a $15,875,255 contract for design engineering services, funded by Metro ($9 million) and Water ($7 million), as part of the North City Pure Water Phase 1 program. The project will collect wastewater and convey it to the North City Water Reclamation Plant, supporting 30 million gallons per day. Construction is expected to begin in 2019 and finish in 2021. Councilmember Kate expressed support and asked about community outreach; staff confirmed ongoing outreach efforts. Councilmember Sherman asked about the service area boundaries. The item was approved unanimously.
- Item 3: CIP Project for Miramar Landfill Facility Improvements – Darren Greenholm presented the creation of an L-project to combine multiple Miramar projects, starting with a Resource Recovery Center (needed to divert an additional 80,000 tons of material and achieve 75% diversion by 2020) and an Organics Processing Facility (to address future food waste diversion under AB 1826, expected to be operational by 2021). Discussion included private hauler plans, interim capacity (currently taking 10,000 tons of food waste, expandable to 20,000), and the timeline for evaluating market needs. Councilmember Kate moved approval; seconded by Sherman. Approved unanimously.
- Item 4: City Participation in Spruce and Clean Fund PACE Programs – Staff recommended authorizing two new PACE providers (Clean Fund Commercial and Spruce) to increase competition for energy efficiency, water, renewable, and EV charging loans. The programs use the same underwriting criteria as existing AB 811 programs. Councilmember Kate moved approval; seconded by the chair. Approved unanimously.

Good afternoon, everybody. I'll call to order the September 15th, 2016 Environment Committee meeting. It's good to see uh Councilmember Kate and Councilmember Sherman are present uh for our quorum. Councilmember Gloria will not be joining us uh today due to a scheduling conflict. Um as is usual, we will start off with non-agenda public comment. We'll have two minutes uh for Miss Welch who would like to speak on an item not on today's agenda. Please come forward, Ms. Welch. Martha Welch. Tech Low Canada pump straight last week or so. Six point million gallons of sewer out. I've heard all of all I've heard about pump all the breadc on in the city for years. Do you have the one uh have another um a vendor or something or maintenance? What's the problem? I didn't have any ballots cleanup or anything about about that. I didn't see any um performance um uh for the water or sewer or public or anything on the on the performance uh um this year either. So I don't know how many people raise uh um maintenance and all that stuff uh making um w um reading um water of the eye it wasn't on there. Now we're we're in drought, so still all. So it's good to have the good thing would be double uh MOSFES. You can save water and put still water the plants. And uh it should cut your bill. Again, I don't know we have water be because I talked to somebody who has this and all this stuff and then it water dealt didn't go down. I've heard a lot of stories in this this committee about water bills and all that stuff. So I don't know if that's true or not, because uh this city doesn't care about this too much sometimes because I don't I don't have a bill, so I can't tell. But I know other things on this city don't uh uh are are very high, like S C and G is higher than everybody else in the state because of a lot of things, branches for fees and and tiers and all that stuff. So I don't know about water, but it could be the same problem. Thank you very much. That is the end of our uh public comment on non-agenda uh items. Uh with that, we will move on to committee comments. I don't see anybody wishing to speak. Um does the mayor's office, city attorney's office, or the IBA's office want to comment on anything. Okay. Then we will move on to the adoption of the or the approval of the record of action items for our July twenty-first, twenty sixteen. Unless there are questions that will be approved by unanimous consent. All right. We have one item on the consent agenda. I will entertain a motion or if someone would like a request a presentation. Mr. Kate. I just have a quick question, Mr. Chair, on the item one. Um ever staff of you can please come forward. Just a question in terms of the actual mitigation credits and how much we will be getting for the project. We'll be getting approximately 54 credit acres for the site. Okay. Perfect. Thank you. Have been follow up on that. Would any of this potentially be um mitigation credits that could be used to assist with some of the um channel work that I know was a concern to the council in the in the last year as we did so much work? Yes, yeah.
