- Mr. Honoré (NAACP San Diego) urged the council to be forward-looking and change discriminatory zoning laws that perpetuate segregation.
- Matthew Adams (Building Industry Association) commended the innovative movable tiny homes idea and urged adoption as one tool to address the housing crisis.
- Joy Sunata (position in favor, did not speak) registered support for movable tiny homes.
Discussion Items
- Item 2: Sale of 0.17 acres near 2nd and Mariposa (APN 669-010-32). Staff requested a revised action to authorize sale at or above appraised value to no specific buyer due to a late offer. Councilmember Ward spoke against piecemeal sales, advocating for a comprehensive strategy to use city-owned land for affordable housing. Councilmember Sherman noted the parcel is 7,400 sq ft, 40 ft wide, and incapable of independent development. Motion to approve staff recommendation failed (2-2? Actually voting: ayes and noes, motion did not carry; then moved without recommendation, which carried). Outcome: sent to full council without recommendation.
- Item 3: Sale of land adjacent to 6405 Ider Street (APN 554-073-32). Similar discussion; Councilmember Ward reiterated concerns. Motion to approve failed; moved without recommendation and carried.

- Item 5: Movable Tiny Homes Ordinance – Presentation by Barrett Tetler (Councilmember Sherman's office). Defined movable tiny homes (150-400 sq ft, on wheels, built to higher standards than RVs). Advantages: lower cost ($40k-$100k), quick occupancy (30-45 days), naturally occurring affordable housing (~$900/month rent). Other jurisdictions (Fresno, San Luis Obispo, Denver) have passed similar ordinances. State HCD provided an advice letter encouraging the ordinance. Motion by Councilmember Sherman, seconded by Ward, to request the city attorney, council district 7, and committee consultant prepare a municipal code amendment for movable tiny homes, to be considered by end of 2019 if possible. Passed unanimously.
- Item 6: Airport Division Business Plan FY2020 – Informational presentation by Rod Propes. Overview of goals: safety, compliance, financial self-sufficiency, economic development, environmental stewardship. Financial highlights: total assets ~$53M, net position ~$45M, cash on hand $14.6M after capital projects. Operating loss due to depreciation and one-time costs (Brownfield runway reconstruction, CEQA). Development opportunities at Montgomery Gibbs and Brown Field. Councilmembers asked about lead fuel, noise complaints, and hours of operation. No action taken.

That we're gonna take up is the approval of uh record of action items for September 11th, 2019. Do I hear a motion? Okay. Um so we have a motion by council member Sherman, second by council member Campbell. Um all in favor of the motion, please say aye. Aye. Okay, uh, so motion carries unanimous uh unanimously, I'm sorry. Uh next we're gonna go to non-agenda public comment. Uh this is where members of the public may speak on any item not on today's agenda. Uh we have first is uh uh Joy Sunata, followed by Miss Martha Welsh. So if you can come up to the podium, you will have two minutes. Good afternoon, everyone. It's uh such an honor to be here to speak to all of you. I want to begin by uh doing some thank yous. This is in regard to the last land use and housing committee meeting. I want to thank uh uh committee chair Moreno for bringing that agenda item that brought those two people who represent uh and fight for our affordable housing at the state level. And their names are Christopher Martin, Sharon Report, and then I also want to thank a public speaker, Marvin Carpenter. I've read his report, and it's it's quite good to look at. It's it's went over my head a bit, but it's very good, and I appreciate him so much. So I want to start by asking the TV audience to go to the City TV 24 website, pull up that agenda item from last month's land use and housing committee meeting, and be sure and read the detail. Either read it first, the backup on that agenda item. I believe it was item one, and in which these two wonderful people spoke to us, and then also listen, you know, replay that and uh listen to what they said. So do both. And I I think a lot of you will be blown away like I was. I've been doing this work now since 04 for affordable housing and the homeless issue. And I cannot believe what that the ingesting and the in trying to integrate all that information did to me. I realized how complex this issue is. It's almost a mystery, this issue of housing and homelessness. I want you to know that what we're doing is great. When we stumble, we must get up. When we don't be our best, we must go forward. When we do our best, we must thank ourselves and everyone else. So thank you. A big big thank you. I'm grateful. Thank you. Thank you. Uh Miss Martha Welch, followed by Miss Nancy Maldonado.
