Well, good morning everybody.

We want to welcome you to the February 27th, 2020 meeting of the land use and housing committee.

We will let the record reflect that Vice Chair Kersey and Council Members Campbell and Sherman are present.

Also in attendance today are Deputy City Attorney Leslie Fitzgerald, uh Conrad Weir from the Mayor's Office, Baku Patel from the Office of the Independent Budget Analyst, and our committee consultant Kathleen Ferrier.

We will begin today with the approval of the minutes, the committee record of actions from January 23rd, 2020.

Next we have non-agenda public comment, an opportunity to speak on any issue in the subject matter jurisdiction of this committee.

We will begin with Marsh Martha Welch, followed by Terry Ann Scully.

Martha Welch.

I'm here to talk about the Housing Commission.

They don't do much.

I know why.

Got bribes.

And they don't do the job.

I know I'm they don't and um don't think they need taxes like that and other things they do here.

Uh the head is missing because all they have is a senior building and who lives with the Chinese and legal living there.

Bill Horn likes to make um legal sum.

That's what he likes to do, but he can't call anymore.

He's in the um federal government.

Only way you can do this, but the media doesn't do the job.

FBI will tell you what's going on, but you won't do that because you're you're told not to have, but that's the only way you find out what's going on here.

You know what they do, com to they build a three times victory, passive, and and come and uh and com and path and connection, that's what they do.

They don't build anything.

See, that's the problem with them.

They don't work with us, they're against us.

I think sometimes they don't they don't they don't build anything.

San Diego Square, uh it looks good outside, but inside is not done.

I've been inside a friend that lives there, I have been there.

And I'm in Celodon, and you know what you do two years ahead, and then go section eight.

That's how you get section eight in this county, is under the city.

It's really bad.

They don't do the right thing.

And all they do here is uh the studio's one bedroom.

That's why we don't have two bedrooms because he isn't like that stuff.

And you lie, and sell a dominant families in the studios because they can't find any uh housing.

And that's what goes on here.

You don't but you don't work with the people, I think.

You must hate them because all the pentory.

Uh Todd Gordy and the mayor built that thing, and I think um they went down the other pink blue uh um SRI went down for that reason.

That's what you do here.

You don't work with the people, you don't care about people housing.

You just want to look good.

That's all you care about looking good.

And you can't opt out now, you have to have a financial um money if you want to anywhere you want, and bonds also you don't build in with bonds, also you won't get that SSD is mad at you, and the federal guys mad at you also.

What you do here is known.

Uh next we have Terry Ann Skelly, followed by Kathleen Lippettes.

Good morning, land use and housing committee.

My name is Terry Ann Skelly.

I'm a mother of three young men, and I attend planning groups where I live and work where we grapple with land use issues.

I see that later on the agenda you'll be looking at the committee's 2020 work plan.

I would like to use this opportunity to revisit the two presentations provided this month to the environmental committee that also included land use and housing members Sherman and Campbell.

As I know, County Supervisor Fletcher provided a presentation on tackling the vaping crisis at the county, and the county's response was a ban on most flavored tobacco products, a moratorium on the sale of e-cigarettes vaping devices.

Fletcher noted 25% of this year's high school seniors and 20% of the tenth graders reported vaping nicotine in the past month.

Nearly 7% of the kids of 10 kids, 7 to 10% of the kids who vape were using flavored vapes.

However, it is the second presentation by Dr.

Tom Knottby, a researcher at SCSU that has ability to for the land use and housing committee entitled Water Quality Tobacco Product Waste and Toxicity.
