Uh, welcome to the public safety committee meeting of September 20th, 2023.

Our committee liaison Sarah Dordan will provide information and instruction for the public today to participate in today's meeting.

While members of the public are able to attend the meeting in person, this meeting is being televised and live streamed on the city's website, and the council administration will continue to make arrangements for the public to comment using the Zoom webinar platform.

Members of the public who wish to provide testimony via a call-in or an internet based service option must send to the virtual speaking queue within five minutes after the conclusion of in-person public testimony or before the virtual speaking queue is exhausted, whichever occurs first.

This will allow for better meeting management between the two platforms and ensure the committee is able to manage and conduct city business.

This information is also available on the agenda and will appear on the screen during the public comment period for each agenda item.

Members of the public who wish to provide virtual testimony must enter the virtual cue by raising their hands before the queue closes.

The queue will close after the last virtual speaker finishes speaking, or within five minutes after in-person testimony ends, whichever occurs first.

And please note that if you're watching via City TV 24 or online, there may be a delay.

Good afternoon, uh committee members.

Last uh July at your previous meeting, there were some non-agenda comments that uh had to do with um in my case had to do with some uh mailers that had been paid for by the San Diego Police Officers Association.

And to try and calm the chair's concerns, this is not campaigning on behalf of or against any particular candidate.

I am expressing some observations about the type of materials that were sent without expressing any uh favoritism towards any candidate.

Um I was concerned that some of these uh campaign mailers uh depicted one of your colleagues and uh I'm sorry, Miss Saldonia.

How does this pertain?

How does this pertain to the committee actions of July 19, 2023?

That's what we're taking comment on.

You're taking comment on your agenda on your um action report, and my comments were cut off at the last one as they're doing again.

I want to remind the members that you are under a lawsuit currently, two separate lawsuits for exactly doing that, interrupting members of the public when speaking.

Am I still able to be heard?

You can keep continue, but make sure it pertains to the committee actions.

The committee actions last month as shown in the minutes, include non-agenda comments from myself and others.

All right.

So at that time, just as again today, I was interrupted by the chair.

Um, Ms.

Von Wilbert, respectfully, as chair during public comment, it is the responsibility of members of this committee to listen to what the public has to say.

And I know in recent days that has been offensive and troubling, but interruptions like that may be can part of the problem and maybe contributing to the reason people are calling in and being disrespectful to members of the committee.

I'm happy to report that one organization passed a resolution calling out those types of ads that I commented on last time.

And I think it would behoove this committee to uh listen to that unanimous passage of that resolution uh that those ads don't respond well on the police officers association that I believe is under the purview of this committee, or at least the officers are who send out those uh those troubling ads.
