San Diego Rules Committee Meeting - April 21, 2021
The San Diego City Council Rules Committee met virtually on April 21, 2021, at 10:00 a.m. The meeting was held via Zoom in accordance with Executive Order 29-20, with no public in attendance. The committee approved the actions from the February 21, 2021 meeting and received an informational update on the state of the city's boards and commissions from Matthew Gordon, Director of Appointments to Boards and Commissions.
Public Comments & Testimony
- Catherine Rhodes (public comment, non-agenda) recommended that the city put forward an alternative Transient Occupancy Tax (TOT) ordinance during the upcoming recall election of Governor Newsom. She proposed a 3% to 3.5% TOT increase with 50% of revenue directed to homelessness, 20% to affordable housing, and 30% to infrastructure, instead of the current measure that allocates 59% to the convention center, 31% to homelessness, and 10% to road repair. She urged the committee to consider replacing Measure C with a new special tax.

- Item 1: Updates regarding boards and commissions – Matthew Gordon presented the work of the Office of Boards and Commissions, created in 2018 after a 2017 audit identified lack of diversity, expired terms/vacancies, and no standard analysis of new boards. The office supports over 40 boards and commissions, including three executive directors for the Citizens Advisory Board on Police Community Relations, the Commission on Gang Prevention and Intervention, and the Commission on Police Practices. Gordon highlighted accomplishments: standardized annual reports, Brown Act training for members, bi-monthly meetings with city staff liaisons, and a streamlined appointment process. Under Mayor Todd Gloria, over 75% of appointees are persons of color, and 30 individuals have been appointed to 15 different boards in the first 100 days. A new ClerkBase system is being implemented (funded in part by PEG funds) to replace Excel spreadsheets, providing a user-friendly website with real-time seat status, member profiles, and appointment history. The system is expected by July 1, 2021. An add-on module for demographic data tracking is planned. Committee members asked about language accessibility, attracting applicants, youth commission revival, and the role of council offices. Gordon committed to consistent communication and noted that an outreach plan is being developed.

Per executive order 29-20, which suspends certain requirements of the Brown Act. All council members and city staff will be participating via Zoom, and no members of the public will be in attendance at the meeting in the interest of public health and safety. In addition, this meeting is being televised and live streamed on the city's website. And the committee liaison has made arrangements for the public to comment using the Zoom webinar platform. We appreciate the public's cooperation. We will go over the specifics of how to join the webinar and we'll give details on how the public can offer their public testimony. But I will now call the rules committee meeting of Wednesday, April 21, 2021, to order.
