The Rules Committee met virtually on September 29, 2021, at 10:00 AM to discuss updates on boards and commissions and public outreach for capital improvement projects (CIP). The committee approved the consent calendar and unanimously passed a motion to repeal inactive boards.

Item 1: Presentation on Boards and Commissions Update
- Matthew Gordon, Director of the Office of Boards and Commissions, reported that as of August 2021, there were 71 appointments to 17 boards/commissions, 82 vacancies, 234 members on expired terms, and 161 active members. Over 70% of appointees are people of color, and representation of women increased by over 50%. A new clerk-based system (onboard.sandiego.gov) went live June 28, 2021, allowing public tracking of vacancies and term expirations. The 2019-2020 annual report (126 pages) was released. A reorganization plan identified inactive boards for repeal: Select Board on Binational Issues, San Diego Quality of Life Board (inactive since 1994), Endowment Board (inactive since 1975), Agricultural Board (stopped meeting August 2001), Model Cities Citizen Advisory Board (inactive since 1990), Qualcomm Stadium Advisory Board, Science and Technology Commission (inactive since 2010), and Waste Management Advisory Board (inactive since mid-late 1990s). Gordon requested a motion to direct staff to draft an ordinance to repeal these boards.
- Councilmember Campillo moved to direct staff to work with the city attorney to draft an ordinance to repeal the identified boards. The motion was seconded by Councilmember Whitburn and passed unanimously.

Item 2: Public Outreach for Capital Improvement Programs (CIP) – Informational Only
- James Nagelborn (Director of Engineering and Capital Projects), Nicole Darling (Communications Director), Nicole George (Senior Civil Engineer), and Jaina Strong (Senior Civil Engineer) presented outreach strategies for CIP projects. Outreach occurs in three categories: to gain public input (e.g., park projects per Council Policy 600-33), required by regulation (CEQA, coastal permits, etc.), and to keep the public informed (door hangers, signs, project websites, stakeholder meetings). They are developing a new council policy with the Active Transportation and Infrastructure Committee to codify outreach practices and improve customer service. Councilmembers asked about language translation (English/Spanish, with additional languages as needed), and requested that council offices receive copies of all outreach materials (door hangers, mailers, etc.) to better respond to constituent inquiries. Councilmember von Wilpert noted issues with utility cut-ins after street overlays; staff acknowledged the challenge and are working to improve coordination and communication with utilities.

Each council member is attending virtually. And also participating via Zoom are Randy Wilde of the Mayor's Office, Heather Ferbert of the City Attorney's Office, and Jeff Cavar of the IBA's office. The public may view the meeting on public television on City TV, Channel 24 for Cox Communication and Time Warner Cable, or Channel 99 for ATT, or view the meeting online by going to the City Council Committee homepage at Sandiego.gov and selecting the City TV Live Webcast blue button on the right hand side of the page. The committee meetings will be held virtually using the Zoom webinar platform. Members of the public can offer public comment on items by accessing the Zoom webinar online using a desktop computer, laptop, tablet, or smartphone, or by calling into the meeting using a smartphone, cellular phone, or landline. This information is also available on the agenda and will appear on the screen during the public comment period for each item. When I introduce the item you would like to comment on, you'll raise your hand by tapping the raise your hand button on your computer, tablet, or smartphone, or by pressing star nine on your phone. You will be taken in the order in which you raise your hand. You may speak only once on a particular item. When I indicate it is your turn to speak, I will call you by your name as it appears on the Zoom webinar attendee list, or I will read out the last four digits of your phone number if you have called into the meeting.
