Welcome to the rules committee meeting of February 21st, 2024.

Our committee manager, Ty Birch will go over information instructions for today's meeting.

While members of the public are able to attend this meeting in person, this meeting is being televised and live streamed on the city's website, and Council Administration will continue to make arrangements for the public to comment using the Zoom webinar platform.

Additionally, members of the public who wish to provide testimony via a call-in or internet-based service option must enter the virtual speaking queue within five minutes after the conclusion of in-person public testimony or before the virtual speaking queue is exhausted, whichever occurs first.

This will allow for barryman management between the two platforms and ensure that the committee is able to manage and conduct safe business.

Thank you very much, Council President.

We do not have any individuals in chambers that have submitted a speaker slip on the past committee minutes, but we do have one individual in the virtual queue that is indicated that they wish to speak.

Each speaker will have one minute on the past committee minutes.

Yeah, so with the um previous minutes, um, as we are, you know, being dictated what we can say during this time.

I will just give a review of what was going on.

Um it was the committee review of ballot measures proposed by Mara Elliott, or e.

Um, it was the committee review of ballot measures proposed by Mara Elliott, or e the office of city auditor and audit committee, and adopting a new council policy, establishing a code of civil discourse, office of the city attorney.

That's so great, right?

Because civil discourse.

Is there any of that really happening around us?

It's really bad these days, and you guys need to have some rules going on.

And so it's good that you're in a rules committee, right?

Making the rules, breaking the rules, trying to enforce rules that are totally unconstitutional.

Uh, you guys are good puppets for the cabal.

It's so good.

So we'll see what happens today because this is going to be terrifying.

Hi, thank you.

Uh thanks to the words of DRA leading off today, kind of getting us into the spirit of things.

Uh I from her words, I was able to gather that uh the minutes were about uh you're working on uh uh you know better practices within council chambers uh public meeting process.

Uh it's the committee uh committees in January and February.

Uh good luck on this work.

I didn't quite know it's considered ethics at first.

Uh from your ethics, uh internal arguments, good luck how that can develop into uh clear understandings for us as public uh in how to work on these items.

And uh I think the quorum is important and it should be respected.

And I hope we can all uh want to work towards that goal.

And I think uh it's something good can be accomplished, and we don't have to be overly strong about it.
