Uh welcome to the rules committee meeting of September 4th, 2024.

Our committee liaison, Natalie Kessler will go over information and instruction for today's meeting.

Thank you, Council President.

While members of the public are able to attend the meetings in person, this meeting is being televised and live streamed on the city's website, and Council Administration will continue to make arrangements for the public to comment using the Zoom webinar platform.

Additionally, members of the public who wish to provide testimony via a call-in or an internet-based service option must enter the virtual speaking queue within five minutes after the conclusion of in-person public testimony or before the virtual speaking queue is exhausted, whichever occurs first.

This will allow for better meeting management between the two platforms and ensure the committee is able to manage and conduct city business.

Council President.

And if you are in person, please complete a speaker slip located at the entrance of chambers and place it in the box indicated at the speaker's lecture in the front of the room.

Please do so in a timely manner to ensure proper meeting management.

In-person testimony will conclude before virtual testimony begins.

Members of the public can join the webinar by computer, tablet, or smartphone by accessing the link, which is listed online in the preamble language of the agenda on this city's webpage.

Members of the public who wish to provide testimony via a call-in or an internet-based service option must enter the virtual speaking key within five minutes after the conclusion of in-person public testimony or before the virtual speaking queue is exhausted, whichever occurs first.

The public comment period for the past committee minutes of July 24th, 2024 is now open.

And we have not received any speaker slips from individuals in chambers on the past committee minutes, but we do have two hands raised in the virtual queue.

I will begin the five minute timer for all those to indicate that they wish to speak on the past committee minutes.

Yeah, first I wanted to say the zoom time said 2100, which is 9 p.m.

So I mean that could be confusing to some people if you want to make sure that that's correct next time so that they don't think it's going to be later on in the evening.

Um and then on my comments, I was talking about public input and how important that is.

Um, but what was written is saying that public comment reflects the council's actions, which is true.

Um, but the reflect it's a reflection of the environment that the council has actually created um as far as you know dissenting opinions that come from the people and your uh many times unwillingness to want to hear from people if they are not um just kind of you know going along with whatever you guys are doing and you know, giving you accolades.

Um, you know, it's important to have dissenting opinions, and you're supposed to make your decisions based on the public opinion because you're supposed to represent the people.

And um, you know, when you do things like silence the people and you wonder why they get mad, again, that's a reflection of the environment that you have created.

Uh, this is Lori Saldania calling.

I didn't realize I need to update the software.

Uh I was referring to the code of conduct that came before uh council at the previous meeting.

Um it deals with many issues about communications by uh the code of conduct of appointees to boards and commissions.

But one thing that was not mentioned, and it's a serious oversight, is how they interact with members of the public in person at meetings, but also on social media.

We have seen increasingly very uncivil behavior coming from members of appointees that you have confirmed to boards and commissions, uh, including one person calling people who testify uh dad flows when they testify at public meetings.

This is a person who chairs a subcommittee of another board.

And here's testimony to the people, but apparently he is not holding high regard.

So I would encourage this committee to review the code of conduct and make sure that it includes the behavior of appointments, members of the president.
