Sandy Springs Planning Commission Meeting – September 16, 2026

The Sandy Springs Planning Commission met on Wednesday, September 16, 2026 at 6:00 p.m. in the Studio Theatre at City Hall. The meeting was called to order by Chair Reed Haggard. Roll call confirmed the presence of Chair Haggard, Commissioner Robin Conklin, Commissioner Karen Trylovich, and Commissioner Steve Leeds. Vice Chair Andy Porter, Commissioner Sherwin Clemens, and Commissioner Jay O'Meara were absent. The agenda and minutes from July 22, 2026 were unanimously approved. A scheduled case was deferred administratively, and the commission received an update on the comprehensive plan and recreation/parks master plan, "The Next Chapter," from city staff and consultants.

Consent Calendar

  • Approval of Agenda: Motion made and seconded to approve the September 16, 2026 agenda; all in favor.
  • Approval of July 22, 2026 Minutes: Motion made by Commissioner Leeds and seconded by Commissioner Conklin; all in favor.

Discussion Items

  • Work Session: The Next Chapter Updates – Sakurti Ghosh, principal with RHI consulting, presented an update on the comprehensive plan and recreation/parks master plan process. Key points included:
    • Community engagement to date: Public Meeting #2 held on August 17 (south side, Church of the Redeemer) and August 20 (north side, municipal complex) drew approximately 175 attendees total. The consultant noted 900 pop-up engagements, 25 stakeholder meetings, and over 3,800 engagement hub visitors.
    • Conjoint survey results: A statistically valid survey of nearly 1,000 Sandy Springs residents found that 75% of respondents believe the city is headed in the right direction, and 93% agree that recreation and parks opportunities enhance quality of life. Public safety, preserving/enhancing tree canopy, homeownership opportunities, and walkability to meeting places ranked as top development priorities.
    • Recreation and Parks survey: 96% rated overall park quality as excellent or good; 62% of respondents indicated willingness to pay $76–$100 annually in increased taxes for park improvements. When asked about facility and program priorities, adult fitness/wellness and community special events were most requested.
    • Four focus topics were explored at Public Meeting #2: enabling housing choice, enhancing walkability, preserving and expanding tree canopy, and increasing river access. The consultant summarized public feedback on each topic, noting support for missing middle housing, improved pedestrian connections to transit and parks, stronger tree protection and replacement policies, and more riverfront trails and boardwalks.
    • Next steps: The engagement website (planthenextchapter.org) remains active with online activities open until the end of September. The next public meeting is scheduled for October 29, 2026 at City Hall. A draft policy framework will be developed and tested. Future planning commission updates are planned for November.
    • Commissioner Leeds asked whether the "right direction" survey question allowed respondents to elaborate on dissenting views; consultant said the question was closed-ended but would check the survey design and report back.

Key Outcomes

  • Case 2026-0001 (U-26-5) for 7171 Glenridge Drive was administratively deferred to the October planning commission meeting; no discussion held.
  • The work session presentation on The Next Chapter was received with questions; no formal action taken.
  • The meeting was adjourned without further business.
