The San Francisco Board of Supervisors acknowledges that we are on the unceded ancestral homeland of the Ramatushaloni, who are the original inhabitants of the San Francisco Peninsula.

As the indigenous stewards of this land and in accordance with their traditions, the Ramatushaloni have never ceded, lost, nor forgotten their responsibilities as the caretakers of this place, as well as for all peoples who reside in their traditional territory.

As guests, we recognize that we benefit from living and working on their traditional homeland.

We wish to pay our respects by acknowledging the ancestors, elders, and relatives of the Ramatushaloni community and by affirming their sovereign rights as first peoples.

Uh just to begin that we have received this after this afternoon, December 17th, a communication from the Office of the Mayor, uh, hereby withdrawing her nomination of James Byrne to the police commission.

And that is the subject matter of item third 24 on our agenda.

Additionally, the Board of Supervisors welcomes everyone in the chamber in attendance at this meeting.

Colleagues, I would like to welcome uh for our special order 2 p.m.

and our last meeting together.

Uh Mayor London Breed for her final appearance before the San Francisco Board of Supervisors.

Welcome, Mayor Breed.

Thank you, President Peskin, and thank you to members of the board.

Uh I also see former San Francisco Mayor Art Agnes in the audience.

It's great to see you and have you here at the board chambers.

Who would have thought, President Peskin, that Harvey Rose would outlast us both.

But it is also great to see Harvey Rose and so many others here at the board chamber.

Um I look forward uh to the opportunity as this is my last meeting to just uh thank the people of the city and county of San Francisco for the absolute honor and privilege to be able to not only serve as mayor, but the time that I've been able to serve as a member of the Board of Supervisors, representing District 5, uh, and also the work that we were able to do in this chambers over the years.

You know, people say that you know, we didn't get along, and yes, we fought like cats and dogs, and maybe sometimes brother and sister, but nevertheless, we should be so proud of what we've been able to accomplish, especially around our affordable housing bonds, tax reform, the ability every single year to balance our budget and to deliver the important services that the people of the city and county need and deserve.

At the end of the day, as public servants, that is what we come into office to do to serve the public and to fight tooth and nail to get the kinds of things, whether it's the policies or the investments that we care about, delivered for what we care about.

And so I'm really proud that I've had the opportunity to do that, and also the opportunity to do it with each and every one of you.

I know for some members of the board, this is your last meeting.

Thank you all for your service, and also in many instances for your partnership in the work that we've been able to do uh to deliver for so many in the city.

Um, I also want to say uh to the hard working people, uh, especially many of the city employees.

Uh, there had been over the years a lot of criticism about the number of employees and about what is or isn't happening.

But when there are storms and drains need to be cleared and bags need to be provided, when there are streets that need to be clean, when there are people who need services, whether it's those who are in recovery or the challenges that exist, those same city employees are right at the forefront of helping to deliver those services, and in some cases, partnering with so many incredible nonprofit organizations that really represent the fabric of what makes San Francisco special.

We have seen incredible turnaround in this city.

And when you look at where we were a couple of years ago, after dealing with who would have thought a once in a hundred year global pandemic, and in between that pandemic, we saw an uprising, a racial reckoning in this country after the tragic death of George Floyd and the anti-Asian hate, all of those things that happen time and time again.

I am proud that I helped to lead the city, step up to the plate, and help turn things around to where we are today, crisis after crisis, challenge after challenge, to look at where the city is now, one of the lowest crime rates we've seen in over a decade, one of the lowest homicide rates since the 1960s.
