This is the April 7th, 2021 budget and appropriations committee meeting.

I am Matt Haney, Chair of the Budget and Appropriations Committee.

I'm joined by committee members President Walton, Vice Chair Safai, Supervisors Ronan and Marr.

Our clerk is Miss Linda Wong.

I want to thank Clina Mendoza from SFGov TV for broadcasting this meeting.

Madam Clerk, do you have any announcements?

Yes, Mr.

Chair, due to the COVID-19th health emergency and to protect board members, city employees and the public.

The Board of Supervisors, Legislative Chamber, and Committee Room are closed.

However, members will be participating in the meeting remotely.

This precaution is taken pursuant to the various local, state, and federal orders, declarations and directives.

Committee members will attend the meeting through video conference and participate in the meeting to the same extent as if they're physically present.

Public comment will be available on each item on this agenda, channel 267899 and SFGTV.org on streaming the number across the screen.

Each speaker will be allowed two minutes to speak.

We have Brian Strong from the City Administrator's Office who is here to present on this item.

Chair Haney, I believe that the first item is uh is going to be the ICT plan.

Is that correct?

That's I believe.

So this is uh Pardon 2 and the city administrator.

So I'll I'll do some introductory remarks, Chair Haney, if that's okay.

I believe we've called first the five-year ICT plan as item number one.

So I'll provide some brief comments on that to introduce that and turn it over to Matthias from our team who can share the overview.

And then Brian will come up for item number two.

So uh again, Chair Haney and members of the committee, thank you very much for uh hearing these two items today.

Before you currently is the five-year ICT plan, technology plan for the city.

Um, just by way of um quick introduction, I think 2020 has been a pivotal year pivotal year for us.

We've learned very much in terms of the importance of technology, but also where technology has fallen flat in terms of access for our community and for how it is that people have um tried to get access to city services and public information.

Uh, this has really helped to inform our plan.

And two big central drivers to the plan you see before you is the concept around equity and around accessibility.

Uh, we've really our team has really worked hard to build off of the work of the Office of Racial Equity.

Uh, in particular, how it provide how it thinks about us providing services to remove barriers to many of our community members.

We have a few concepts that are critical to that, which is this idea about meeting people where they are, uh, trying to create easy and accessible service for people as much as possible.

And then really helping to focus on some of the things that help people when it comes to economic recovery, including how it is that we connect folks to jobs and workforce development opportunities, potentially housing permitting services to be universally accessible.

We look forward to continue to work with you and with others, other departments to try to ensure that we continue to build upon the start and to continue to improve those services.

Before you is an ICT plan that really tries to organize these investments in technology for the city.

I will say that the unfortunate thing is that the current plan that you see before you has a reduction in its budget of roughly 132 million dollars over the next five years from what was originally a 270 million dollar budget.

This is, of course, something that we can revisit as our economic situation changes, or there may be if there are additional funding sources that become available.

But before you is an ICT plan that is considerably less in terms of its funding resources.

At the current level, the COIT plan is only able to support projects that are currently under development.
