Um I just want to repeat a couple of my remarks about process uh in this year's budget.

I did send my full remarks to all the department uh department heads, and I hope that everyone got a chance to read them.

Um, but just to repeat uh a few points um because of the crisis we're facing in the city, or really especially uh that poor folks are are facing in the city.

Um there is an unprecedented uh budget add back list.

We have received 1.3 billion dollars in asks for basic needs like access to food and and and shelter.

Um so I have instructed the budget and legislative analysts to be aggressive in looking at budgets and and suggesting um savings and cuts, and I'm asking the departments to do everything that they can to work with the budget and legislative analyst and come to an agreement.

Um I promise it will be easier than working with this committee.

Um in addition, I um wanted to inform the public uh that we are going to have a day reserved for public comment.

Budget and Appropriations Committee Meeting - June 16, 2022

  • Homelessness and Supportive Housing (HSH) Budget (Item 5): Director Emily Cohen presented a $676M budget, adding 60 permanent FTEs. Investments included $67.4M for housing program equity, 725 new PSH units, 500 shelter beds, and a $7M cabin community. HSH requested a tiered wage increase for case managers ($28/hr) and property staff.
  • Recreation and Park Department Budget (Items 6 & 7): CFO Antonio Guerra presented a $51.8M earned revenue pre-pandemic, down to $45.1M projected. Proposed 10 new park rangers, increased rec leader funding ($1.25M), and capital projects including Crocker Amazon Playground ($5.2M). Item 6 (Marina West Harbor dredging surcharge) and Item 7 (Francisco Park Conservancy credit) were discussed. Public speaker Bruce Stone opposed the surcharge.
  • War Memorial and Performing Arts Center: Managing Director John Calder presented a $20M budget, returning to 808 performances in FY23. Highlighted $430M economic impact and 9,000 jobs supported.

  • Office of Early Care and Education: Director Ingrid Meisner presented the proposed merger with First Five. Emphasized $70M for early educator wages and expansion of infant/toddler spaces via Baby Prop C.
  • Department of Emergency Management (DEM) (Item 8): Director Mary Ellen Carroll presented a $136M budget, requesting 7 new FTEs for 911 operations, including a crisis counselor embedded program ($300k). Discussed $3M for alternative street response (CART-inspired).
