This is the June 27, 2022 Budget and Appropriations Committee meeting.

I'm Supervisor Hilary Ronan.

I'm joined in the chamber by Supervisors Gordon Maher and President Shimon Walton.

We'll soon be joined also by uh Vice Chair Supervisor Asha Safai.

And we're joined by committee member uh Supervisor Connie Chan online.

The Board of Supervisors and its committees are now convening hybrid meetings that allow in-person attendance and public comment while still providing remote access and public comment via telephone.

The board recognizes that equitable public access is essential and we'll be taking public comment as follows.

First public comment will be taking on items three, four, and five on today's agenda.

Public comment on items one and two have been satisfied last Friday, um June 24th.

Those attending in person will be allowed to speak first, and then uh those and then we'll take those who are waiting on the telephone line after providing your comment.

We do ask that you oh sorry, that was from Oswego.

I just want to give a little bit of direction on uh what's going to happen today.

We are going to be meeting and recessing and meeting and recessing throughout the day as we are working out the final details of the budget.

Um, what we're gonna do this morning is here a brief presentation from HSH on um how they arrived at the estimate of money to build the 70 uh cabins uh for people experiencing homelessness in the mission.

Um then we are gonna hear from our budget director, Miss Graffenberger with a few technical adjustments, and then we are going to recess uh for the departments that still have remaining issues on the table.

Uh, we will be in touch throughout the day if and when you're needed to come back to chambers, and we will give you at least a half an hour notice so that you know to come back.

Uh, I hope that answers anyone quite anyone's questions.

But if anyone has any questions, please feel free to come by my office um and we will answer them.

Items number one and two on today's agenda comprise the mayor's uh proposed budget ordinances for fiscal years ending June 30th, 2023 and June 30th, 2024.

Item one is the budget and appropriations um or budget and appropriation ordinance, appropriating all estimated receipts and all estimated expenditures for departments of the city and county of San Francisco as of June 1st, 2022.

Item two is the annual salary ordinance, enumerating positions in the annual budget and appropriation ordinance, continuing creating or establishing these positions, enumerating and including them uh therein all positions created by the charter or state law for which compensations are paid from the city and county funds and appropriated in the annual appropriation ordinance, authorizing appointments or continuation of appointments there too, specifying and fixing the compensations and the work schedules thereof and authorizing appointments to temporary positions and fixing compensations therefore.

Good morning, committee members.

I'm Emily Cohen, Deputy Director with the Department of Homelessness and Support of Housing.

And we were asked to return this morning to discuss our estimate for the new new proposed cabin project in the mission.

HSH proposed or the HSH proposed budget included $7 million in one-time capital funds for a new non-congregate shelter program.

This estimate was based off of our the construction cost of the 70 cabin project at 33 Gough and our experience setting up two other or two vehicle triage centers which have similar infrastructure setup requirements.
