San Francisco Budget and Appropriations Committee Rescheduled Meeting - July 12, 2023
The Budget and Appropriations Committee, chaired by Supervisor Connie Chan and joined by Supervisors Asha Safai and Shaman Walton, convened a special meeting on July 12, 2023, at 6:15 PM to hear two final budget trailer legislation items. Supervisors Rafael Mandelman and Hillary Ronan were excused prior to the meeting. The committee reviewed previously amended items, heard public comment on one, and voted to forward both to the full Board of Supervisors.
Public Comments & Testimony
- Item 1 (Gross Receipts Tax Rate Increase Postponement and Credits for Opening City Location): Eileen Bogan, speaking on behalf of the Coalition for San Francisco Neighborhoods, opposed the legislation unless amended. She urged the committee to delete the tax credits for opening a city location, particularly for the tech sector and AI, arguing that similar tax breaks for Twitter had not accounted for negative impacts such as rising income inequality, displacement, and gentrification. She expressed concern that the mayor's goal of making San Francisco the "AI capital of the world" would repeat past mistakes.
- Item 2 (Funding Reallocation - Our City, Our Home Homelessness Gross Receipts Tax): No public comments were made.
Discussion Items
- Item 1 (File No. 230155): The committee discussed an ordinance to extend through December 31, 2024, the gross receipts tax rates in effect on January 1, 2022, for retail trade, certain services, manufacturing, food services, accommodations, arts, entertainment, and recreation. It also postpones to January 1, 2025, the imposition of higher rates previously set. Additionally, it provides a tax credit for businesses that open a physical location in specific downtown zip codes between January 1, 2023, and December 31, 2027, with a maximum credit of $1 million per tax year for up to three years. No new presentation was given; the committee had previously made substantive amendments narrowing the eligible zip codes.
- Item 2 (File No. 230657): The committee considered an ordinance reallocating approximately $16.36 million in unappropriated earned interest revenues from the Our City, Our Home Fund (derived from the homelessness gross receipts tax) to fund services preventing homelessness. The amendments, championed by Supervisor Ronan, allow the use of accrued interest from the Prop C fund for transitional-age youth housing, family housing, and temporary shelter for adults. No presentation was given; the committee had already made substantive amendments.
Key Outcomes
- Item 1: The committee voted 3-0 (Supervisors Safai, Walton, Chan in favor) to forward the ordinance to the full Board of Supervisors with a positive recommendation. The motion was made by Chair Chan and seconded by Supervisor Safai.
- Item 2: The committee voted 3-0 (Supervisors Safai, Walton, Chan in favor) to forward the ordinance to the full Board of Supervisors with a positive recommendation. The motion was made by Chair Chan and seconded by Supervisor Safai.
- Both items are expected to appear on the Board of Supervisors' agenda on July 18, 2023.
