Um the meeting will come to order.

Welcome to the March 27, 2024 meeting of the budget and appropriation committee.

I'm Supervisor Connie Chan, chair of the committee.

I am joined by Supervisors Mirana Malgar and Shaman Walton.

Uh our clerk is uh Brent Halipa, and I think we'll shortly be joined by Vice Chair Raphael Mendelman, and uh I would like to thank SFGov TV for broadcasting this meeting.

Just a friendly reminder to those in attendance to please make sure to silence all cell phones and electronic devices to prevent interruptions to our proceedings.

Uh, should you have any documents to be included as part of the file, this should be submitted to myself, the clerk.

Uh public comment will be taken on each item on this agenda.

When your item of interest comes up in public comment is called, please line up to speak on the west side of the chamber to your right, my left along those curtains.

And while not necessary to provide public comment, we do invite you to fill out a comment card and leave them on the trade by the television to your left by the doors.

If you wish to be accurately recorded for the minutes, alternatively, you may submit public comment in writing in either of the following ways.

And before we call item number one, I am um I have received a memo from President Peskin indicating that he had a conflict for um today's hearing and requested to be excused.

Uh and I see that um vice chair Mendelman has yet to arrive.

So I would like to make the motion to um excuse President Peskin for the entire meeting and vice chair Mendelman until the time he arrives.

Here's an ordinance appropriating 500,000 of general fund general reserves to the San Francisco Public Utilities Commission for independent analysis and research on sea level rise and groundwater impacts in the Hunters Point Shipyard and fiscal year 2023 to 2024.

And just want to remind the public that this item was actually continued from last meeting due to an amendment uh that we changed the fiscal year to the current year.

Um, and that we had discussion about funding source, but I'm gonna turn this over to Supervisor Walton to help us and lead us through and then uh indicating what he would like to do with this uh item today and perhaps make the motion and then we'll go to the public comment.

Thank you, Chair Chan, and I'm gonna actually be pretty brief.

Uh just one want to appreciate the committee for the continuance uh in regards to the date change and also to allow us time to have discussions about funding source uh after further discussions over the past week and after debriefing.

It is still my uh thought process that the best way to allocate resources for this independent research and independent study is through the general fund reserve.

And so I would like to just move this item for with the positive recommendation.

Of course.

And and I also just also want to indicate um that we also have received confirmation from um uh general manager Den S Herrera from SFPUC, indicating that they uh because of rate pay California ratepayer and because of uh restriction, we are not able to tap into SFPUC's uh reserve for for this purpose.

And it's the reason why we now going back to tapping into general fund.

And so with that, let's go to public comments on this item.
