  • This ordinance amended the Park Code to authorize the Recreation and Park Department to add a cost recovery surcharge to fees for golf courses, outdoor event facilities, picnic areas, and athletic fields to cover stormwater and other maintenance costs. It also increased golf fees, adjusted San Francisco resident rates at certain courses, increased the cost of golf cards that entitle Pacifica residents to resident discounts at Sharp Park, adjusted weekend hours, limited resident senior discounts to weekdays, and required the department to post fees online. The committee had added dynamic pricing, reservation fees, and administrative costs specifically for golf courses. Public comment was heard from Lily Ackettes, president of Harding Park Women's Golf Club, co-founder of the San Francisco Women's Golf Alliance, and member of the San Francisco Public Golf Alliance. She expressed opposition to the proposed fees, stating they would make golf unaffordable for minorities, women, veterans, low-income families, individuals, juniors, and seniors on fixed incomes, and noted that senior weekend pricing would be removed. She urged the committee to reconsider to keep the courses diverse. No other public comment was received. The committee moved the item to the full board with a positive recommendation. The motion passed 5-0.
