I'm Supervisor Connie Chan joined by member Supervisor Asar Shafay and probably shortly by Vice Chair by Rafael Mendelman.

The Board of Supervisors and its committees are convening hybrid meetings that allow in-person attendance and public comment, while still providing remote access and public comment via telephone.

The board recognizes that equitable public access is essential and will be taking public comment as follows.

First public comment will be taken on each item on the agenda.

Those attending in person will be allowed to speak first, and then we will take those who are waiting on cell phone line.

Item number one is an ordinance authorizing the Department of Public Health to award a one-time grant to Planned Parenthood Northern California by waiving the competitive solicitation requirements of the administrative code for the purpose of funding security personnel to support access to family planning and other sexual and reproductive health care services in an amount not to exceed 400,000 for a term not to exceed two years.

Good morning, Vice Chair Mandelman and members FIE, and I'm Dominica Donovan, uh legislative aid to Supervisor Catherine Stephanie.

The item before you today would waive the competitive solicitation requirements of the administrative code, chapter 21G to authorize the Department of Public Health to enter into an agreement with Plan Parenthood Northern California for the purpose of funding security personnel to support access to health care services.

The amount would not exceed 400,000, and the term would not exceed two years.

The source of the funding was a citywide adback from the last budget cycle and the amount of 400,000, which was intended solely for security services at Planned Parenthood.

As we know, abortion and reproductive health care providers such as Planned Parenthood and people who use their services are the targets of anti-abortion threats, disruption, and violence, which has been precipitously on the rise in recent years.

In 2021, the National Abortion Federation found that from the year prior, there had been a 600% increase in stocking incidents and a 128% increase in assault and battery.
