My name is Noel Aquino, and my I am the project manager for the Port of San Francisco.

I'm here today requesting to accept and expend a $70,000 grant from the California Coastal Conservancy.

In 2013, the port was awarded a grant totaling $616,534 from the California Coastal Conservancy to remove a deteriorated Pier 84 wharf and other eminent pile structures within the Islayus Creek and uh and initiate a design process for a new wharf and to rehab the historic Copra Crane.

The port was able to move forward with removal of the wharf and other remnant structures.

However, during the design process for the new wharf, it was revealed that the project was infeasible due to escalating project costs and insufficient funding to complete the project.

In 2015, Port staff worked with the Coastal Conservancy, the Copra Korean Labor Landmark Association, and other stakeholders to develop an alternative project that would result in the current Islayus Creek interpretive program, which would utilize the unspent grant funds.

To guide the port, a volunteer committee of Copra Korean Labor Landmark Association members, maritime labor historians, and community representatives was formed in 2020 to consult on the project design and content.

The proposed interpretive program was presented to the Coastal Conservancy, and they were pleased with the designs.

In turn, they offered the port an additional $70,000 in state funding to ensure the installation of the interpretive program.

  • Items 11-15 (230376-230380): Affordable Housing Financing – The committee approved financing for Sunnydale HOPE SF Block 3A (80 units, $68.8M in bonds, $27.3M city loan, $21.2M state grant) and Hunters View Phase 3 Vertical (118 units, $76M in bonds, $50.5M city loan). These projects represent the fourth and final affordable housing phases at their respective sites. The Hunters View project includes a right-to-return preference for former residents.   • Items 16-17 (230319, 230318): Loan Amendments for PG&E Delays – The committee considered $4.2 million for 555 Larkin Street (108 units) and $8.9 million for 4840 Mission Street (137 units) to cover cost overruns from PG&E delays in power infrastructure.
