The Budget and Finance Committee of the San Francisco Board of Supervisors held a special meeting on Friday, June 9, 2023, at 9:45 AM. The committee, chaired by Supervisor Connie Chan, with Vice Chair Rafael Mandelman and Member Asha Safai (arriving later), reviewed eight agenda items. Items included a lease for the YMCA at Crane Cove Park, amendments to a loan for the Balboa Reservoir project, an interagency agreement for the Transbay Downtown Rail Extension, and several Department of Public Health contract amendments and grant acceptances. Item 1: Real Property Lease – YMCA of San Francisco – Building 49, Crane Cove Park
- The Port of San Francisco presented a proposed 34-year lease (10-year initial term plus options) for Building 49 at 701 Illinois Street within Crane Cove Park. The YMCA will invest at least $5 million in improvements, with initial annual base rent of $92,809.80, escalating annually, plus percentage rent from private tenants. The Port will have no responsibility for maintenance, taxes, or insurance, and the YMCA will provide publicly accessible restrooms.
- The Budget Legislative Analyst (BLA) reported that revenue to the Port over 10 years is approximately $288,000, net of credits for public bathrooms and seismic improvements, and recommended approval.
- No public comment was received initially. Vice Chair Mandelman asked to be added as co-sponsor and expressed strong support for the project.
- A motion to forward to the full board with positive recommendation passed with a roll call of 2 ayes (Mandelman, Chan) and 1 absence (Safai). Later, after Safai arrived, the committee rescinded that vote and re-voted, passing unanimously with 3 ayes.
Item 2: Real Estate Loan Document Amendments – BHC Balboa Builders, LLC – Balboa Reservoir Purchase
- The SFPUC presented amendments to the loan documents for the sale of the Balboa Reservoir property (purchase price $11.4 million). The project will develop 1,100 housing units, including 550 affordable units (50%), with neighborhood parks, open space, and educator housing. Bridge Housing is the master developer. The amendments allow the developer to proceed with a smaller phase one of 290 affordable units using state grant funds, with a scheduled payment of $2.8 million by December 31, 2026, and release of the deed of trust for phase one parcels. The purchase price, interest, and outside maturity date of December 2028 remain unchanged.
- Vice Chair Mandelman expressed strong support, noting prior involvement as a City College trustee, and asked to be co-sponsor. Supervisor Safai also asked to be co-sponsor.

- The motion to forward with positive recommendation passed unanimously (3 ayes).
Item 3: Interagency Cooperation Agreement – Transbay Joint Powers Authority – Phase 2 of the Transbay Program
- OEWD presented the proposed interagency cooperation agreement (ICA) for the Downtown Rail Extension (DTX), a 1.3-mile rail tunnel between the Salesforce Transit Center and the Caltrain terminal at Fourth and King Streets. The agreement covers 10 years, with anticipated revenue over $1 million for city consultation and cooperation. Ten city departments will participate, and TJPA will reimburse costs. The TJPA board has already approved the agreement.
- Vice Chair Mandelman expressed support, noting the need for a unified city voice, and requested to be added as co-sponsor.

Items 4–8: Department of Public Health Contract Amendments and Grants
These items were considered together after presentations from DPH and the BLA. Discussion included questions about trauma definitions, waitlists, and program reach.
Item 4: Contract Amendment – UCSF – Behavioral Health Services for Children, Youth and Families
- The amendment increases the agreement by approximately $10.2 million to a not-to-exceed amount of approximately $20 million, and extends the term from June 30, 2023 to June 30, 2027. The contract funds the Child and Adolescent Services (CAS) outpatient program and the Fuerte school-based program for newcomer immigrant youth. DPH reported that staffing issues in FY21-22 had been resolved and the program is on track to meet deliverables.
- BLA recommended reducing the not-to-exceed amount to $19.8 million to reflect underspending. Supervisor Safai raised concerns about the definition of trauma and how children qualify, and DPH clarified that eligibility is based on current symptoms, not a time limit on the trauma event. Supervisor Safai also asked about waitlists; DPH noted innovative group modalities and a navigator program but did not provide specific wait times.
- The committee passed a motion to amend the resolution to the BLA's recommended amount ($19.8 million).
Item 5: Contract Amendment – UCSF – Mental Health Services for Infant Parent Program
- The amendment increases the agreement by approximately $5.2 million to a not-to-exceed amount of approximately $14.6 million, and extends the term from December 31, 2022 to June 30, 2028. The infant parent program provides daycare consultation, the Spring Project (mental health consultation for OBGYN providers), and outpatient psychotherapy for children 0-5 and their caregivers. BLA recommended approval, noting no performance issues.
- Vice Chair Mandelman requested to be added as co-sponsor, emphasizing the importance of early intervention.
Item 6: Accept and Expend Grant – CDC – San Francisco Project INVEST
- The retroactive grant of $9,818,147 from the CDC is for a five-year public health infrastructure program (Project INVEST) to strengthen workforce, communication, and data infrastructure. The project period is December 1, 2022 through November 30, 2027.
Item 7: Accept and Expend Grant – CDPH – Physicians for a Healthy California – COVID-19 Test to Treat Equity Grant
- The retroactive grant of $500,000 from the California Department of Public Health supports COVID-19 testing and treatment for people experiencing homelessness in congregate shelters, including on-site medication delivery and electronic health record tracking. The grant period is December 1, 2022 through June 30, 2023.
Item 8: Accept and Expend Grant – CDPH – Syphilis Outbreak Strategy (SOS) Grant

The retroactive grant of $2,668,251 from the California Department of Public Health supports syphilis and congenital syphilis prevention strategies. The grant period is July 1, 2022 through June 30, 2027. DPH noted a 217% increase in female syphilis cases from 2017 to 2020 and that 12% of cases in 2022 were among pregnant people. The grant will expand screening, treatment, and community partnerships.

Vice Chair Mandelman requested to be added as co-sponsor for item 8, and Supervisor Safai requested to be added as co-sponsor for all items 4–8.

Yes, item number one is a resolution approving and authorizing the execution, delivery, and performance of a lease for building 49 located at 701 Illinois Street within Crane Cove Park by the Young Men's Christian Association of San Francisco for an initial term of 10 years, plus options to extend for a total term of up to 34 years and 11 months with an initial annual base rent of approximately 92.8,000 uh and the fee waiver for a companion lease agreement. Effective upon approval of this resolution making findings under CEQA and to authorize the executive director of the port to enter into any additions, amendments, or other modifications to the lease that do not materially increase the obligations or liabilities of the city or port and are necessary or advisable to complete the transactions within uh which this resolution contemplates and effectuate the purpose and intent of this resolution. I am here to do a super brief presentation uh on a proposed lease between the Port of San Francisco and the YMCA of San Francisco and the YMCA of San Francisco. All right.
