Welcome to the Oprah 4 2023 meeting of the budget and finance committee.

I'm Supervisor Connie Chan, Chair of the Committee, and I'm joined by Supervisor Asha Safayi, hopefully shortly by Vice Chair Rafael Mendelman.

Today we're also joined by Supervisor Hillary Ronin.

The Board of Supervisors and its committees are convening hybrid meetings that allow in-person attendance in public comment while still providing remote access and public comment via telephone.

Public comment will be taken on each item on this agenda.

Those attending in person will be allowed to speak first, and then we will take those who are waiting on the telephone line for those watching remotely and streaming through SFGovTV.org.

The public comment call-in number streaming across the screen.

And when connected, you will hear the meeting discussions, but you'll be muted and in listening mode only.

When your item of interest comes up and public comment is called, those joining us in person should line up to speak, and those on the telephone should dial star three to be added to the speaker line.

If you're on your telephone, please remember to turn on your TV and all listening devices you may be using.

And each speaker will be allowed up to two minutes to speak unless otherwise stated.

As you may have heard on August 3rd, FEMA and the FCC issued a release scheduling a nationwide emergency alert test at approximately 1120 a.m.

And uh finally, due to our observance of Italian American Heritage and Indigenous People's Day items acted upon today are expected to appear on the Board of Supervisors' agenda of October 17th, unless otherwise stated.

And uh before we call item number one, just like to remind everyone that uh typically the for the item to have budget and legislative analysts report that we will have department presentation, followed by the budget and legislative analyst.

Uh, then we will take questions and then public comment.

Yes, item number one is an ordinance amending the administrative code to require the controller uh to prepare an initial base budget to guide each city agency in preparation of its proposed two-year budget to provide that.

Uh these base budgets must include anticipated cost increases in agreements with nonprofit organiz organizations to reflect inflation and to adopt the city policy.

That departments will enter into multi-year grants when the need for a grant program will extend beyond the single year.

Members of the public have joined us remotely and wish to comment on this ordinance.

Thank you so much, Chair Chan.

Colleagues, today I ask for your support on legislation designed to fix a problem we have almost every year during the budget.

Complicates our budget process and causes stress and uncertainty for our nonprofit contractors.

Our nonprofit contractors are the backbone of many city services, and we rely heavily on them to address our most pressing problems like homelessness, addiction, and prevent provisions of mental health services.

Yet we know that many of these organizations struggle to recruit and retain staff to do this very difficult work due to inadequate funding and uncertainty about how to cover the year-over-year cost of doing business.

A major contributing factor to these struggles are the fact that departments often issue grants for services for only one year.

When they know the likelihood is that the need for such services is ongoing.

This leaves service providers uncertain of funding the next year and does not allow them to engage in adequate financial planning.

Moreover, it causes stress for the critical staff who don't know if they will have a job the next year.

Another major problem is that when a department does issue multi-year grants, there are no cost escalators or built-in increases to cover the rate of inflation, year-to-year increases in costs, increased rents, et cetera.
