And with that, um, just wanted to alert everyone that today on the agenda we have items one, seven, and eight uh uh that actually have the budget and legislative analyst report.

That means for those items, we will have the department's presentation, then uh the BLA report, followed by questions and public comment.

And also before we call item one, we'll need to excuse Supervisor Al Shah Safai, who is now chairing the retirement board meeting at this very same time.

So do I need to could we do that without objection?

Seeing that Supervisor Safai is excuse, and with that, uh please call item number one.

Yes, item number one is a resolution retroactively authorizing the Department of the Environment to accept and expand a grant of approximately 605,000 uh for a term of three years from September 12, 2023 through September 11th, 2026 for the United States Department of Energy's vehicle technologies office to expand an electric bicycle pilot for delivery workers, and to authorize the director of the environment uh to enter into and execute the grant agreement and the amendments thereto and execute the contracts between the city and various agencies consistent with the aforementioned proposal and necessary to carry out the purpose of the grant or this resolution.

And today we have um Joseph uh Piaski uh from Policy and Public Affairs Coordinator from uh S of Environment.

Thank you, Chair Chan, Vice Chair Mandelman, um, Joe Piasecki from San Francisco Environment.

Uh, we're going to be briefly presenting on this A before BLA gives its report.

I'd like to introduce my colleague Henna Trun, who is our Clean Uh Clean Transportation Program Manager who will be giving our department's presentation today.

I'm just pulling up the slides.

Good morning, supervisors.

My name is Hannah Trun.

As Joe mentioned, I'm the Clean Transportation Program Manager for the Environment Department.

I'll be presenting on this e-bike pilot grant award that the department received from the U.S.

Department of Energy.

So this $605,000 grant award will build upon an existing state-funded e-bike pilot for delivery workers.

This grant will expand the number of participants in the current program and develop online decision making tools, including a cost-benefit calculator and an e-bike selection tool.

The DOE grant builds on the 2.4 million dollar California Energy Commission grant that the department received last year in 2022 to implement the four projects listed on this slide on the right, identified in the city's electric vehicle ready community blueprint.

So in addition to the e-bike pilot, the current one that's um ongoing, the state grant funds a charging ombudsperson, infrastructure mapping tool, and a fast charging hub in an underserved community.

The e-bike pilot was also identified as a priority action in the city's climate action plan and inspired by the local agency formation commission's emerging mobility labor study.

So the new DOE funding will support up to 50 additional uh e-bike pilot participants to participate in the pilot with a goal of reaching up to 80 total delivery workers uh participating.

We've seen strong demands so far with the current pilot when we did initial recruitment for the 30 state-funded participants in March.

We received 173 eligible applications across 21 zip codes.

So ultimately, this new funding will expand the data available to the pilot, provide more San Franciscans with access to this emerging technology, and develop new public resources to help delivery workers make the decision on whether to switch to an e-bike.

So we launched the first state-funded e-bike cohort in June this year, and these photos just show a few images of the classroom and on bike safety trainings that the San Francisco Bicycle Coalition Coalition facilitated as a part of this program.

And so we're hopeful that the pilots' findings will demonstrate that e-bikers can't e-bikes can be a faster, cleaner, and more cost-effective method for last mile food delivery.

And we've already started started to gather lessons learned for future policy design and infrastructure needs.

And so we look forward to continuing to learn more with this program expansion.
