The Budget and Finance Committee of the San Francisco Board of Supervisors met on January 10, 2024, at 6:15 PM (UTC) to consider ten agenda items, including retroactive grant acceptances, appropriations, emergency declarations, and lease extensions. - Item 1 (Ordinance - Organized Retail Theft Prevention Grant Waiver): The Police Department requested a waiver of competitive procurement requirements to expedite the purchase of 400 Flock cameras using state grant funds. The cameras will be distributed approximately 10 per supervisory district, covering major corridors citywide. Stonestown and 19th Avenue were cited as key areas. The item passed unanimously.
- Item 2 (Resolution - Accept $375,000 from Mellon Foundation): The Public Library retroactively accepted a grant to continue the Jail and Re-entry Services Program. The grant runs from October 1, 2023, to December 31, 2024. The delay was due to administrative processing. The item passed unanimously.
- Item 3 (Resolution - Accept $1,000,000 from DOJ Stop School Violence Program): The Department of Children, Youth, and Their Families presented a retroactive grant to enhance school crisis coordination, including hiring staff, developing a social media campaign, and procuring a database. Between March 2022 and September 2023, 143 conflict mediations and 30 CBO referrals occurred. Supervisors expressed interest in prevention and communication infrastructure. The item passed unanimously.
- Item 4 (Resolution - Accept $305,850.45 from Blue Shield): The Department on the Status of Women retroactively accepted an increased grant for the Healing Roots Collaborative, funding a podcast and partner compensation. The grant period is April 1, 2023, to March 31, 2024. The item passed unanimously.
- Item 5 (Ordinance - Appropriation of $1,540,000 from Treasure Island Bonds): The Treasure Island Development Authority appropriated bond proceeds for pre-development of a 150-unit affordable housing project (Parcel IC 4.3). The Budget and Legislative Analyst recommended reducing the amount to $1,350,239 based on actual sale proceeds, which was accepted. The item passed unanimously as amended.
- Item 6 (Resolution - Emergency Declaration for ZSFG Chiller/Boiler/Cooling Tower): Department of Public Health and Public Works requested approval for an emergency replacement project at Zuckerberg San Francisco General Hospital after catastrophic cooling tower failure on September 6, 2023, which ejected 72-75 pound fan blades. The project is estimated at $47 million, fully funded. The BLA recommended approval. Chair Chan expressed concerns about cost overruns and lack of a return trigger. The committee voted to forward without recommendation. The item passed unanimously without recommendation.
- Item 7 (Resolution - Accept $100,000 from California Energy Commission): Department of Building Inspection retroactively accepted a grant for the Solar App Plus automated permitting platform. The platform went live October 1, 2023, and has issued about 50 permits. The item passed unanimously.
- Item 8 (Ordinance - Vacant Storefront Fee Suspension): This item was continued to the call of the chair at the request of the mayor's office and Department of Building Inspection, to be part of budget discussions.
- Item 9 (Resolution - Master Lease Extension with Navy): Treasure Island Development Authority requested a one-year extension of the master lease from December 1, 2023 to November 30, 2024. The lease covers three facilities and a walking path. The Navy issues only one-year extensions. The item was amended to add retroactive language and passed unanimously.
- Item 10 (Resolution - Accept $5,100,000 from California State Coastal Conservancy): Recreation and Park Department retroactively accepted a grant for Phase 2 of the 900 Innes Redevelopment Project (India Basin Waterfront Initiative). The project is under construction, expected completion summer 2024. A deed restriction prohibiting residential and sensitive commercial uses in perpetuity was approved. The item passed unanimously.

Good morning. The meeting will come to order. Welcome to the January 10 meeting of the Budget and Finance Committee. I'm Supervisor Connie Chan, Chair of the Committee. I'm joined by Vice Chair Rafayan Mendelman, and very welcome to our new member, uh Supervisor Uh Mirna Malgar, our clerk, it's Brent Talipa. I would like to thank uh SFGov TV Kalina Mendoza for uh broadcasting this meeting. Mr. Clerk, do you have any announcements? Thank you, Madam Chair, and happy new year. Uh just a friendly reminder to those in the tents to please make sure to silence all cell phones and electronic devices so as to not to interrupt our proceedings. Should you have any documents to be included as part of the file that should be submitted to myself, the clerk, how public comment will be taken on each item on this agenda when your item of interest comes up and public comment is called. We have budget and legislative analyst reports for three items on today's agendas. Uh for those items, we will have the department presentation first, followed by the budget and legislative analyst report, then we will take committee questions, then public comments. Yes, item number one is an ordinance authorizing the police department to expend grant funds received from the Board of State and Community Corrections Organized Retail Theft Grant Program to procure equipment and services without competitive bidding under the administrative code. Madam Chair. Thank you, Mr. Clerk. Uh, as a reminder, this conversation uh really uh just uh to make sure that we uh do all the due diligence. Um I just want to be clear that this grant has already moved forward. Uh we have accepted and expanded this grant uh for specifically from the states for this uh retail theft prevention grant program. And but we want to be make sure we want to make sure that we uh give the explicit uh waiver for the competitive procurement requirements under the administrative COF so that we can accept these uh equipment um without doubt. Uh so with that, we have San Francisco Police Department here. Thank you. Good morning, committee chair, supervisors. My name's Deanna Oliva Roche, and I'm the director of policy and public affairs. And I just want to thank uh budget chair Chan for all the work that we've had in the last couple of weeks, and we've worked really closely together to make sure that we're obviously complying with some of the city requirements around competitive bidding, and we're ensuring that the waiver is very explicit in this AE and in the future we'll continue working closely together to ensure that we're meeting any contract obligations for the city. Aside from that, just a quick reminder to the committee. Uh this AE is coupled with our policy related to our automatic license plate reading revision. That policy has already passed. Uh, and so we're waiting for this acceptance expense so that we can continue moving forward with the actual procurement and the purchasing of flock cameras so that we can end up installing in major corridors in the city and county of San Francisco. And I'm here for to answer any questions. I'm also accompanied by our former um CFO, Patrick Leung, in case you have any budget specific questions.
