San Francisco Budget and Finance Committee Regular Meeting - March 27, 2024
The Budget and Finance Committee, chaired by Supervisor Connie Chan and joined by Vice Chair Rafael Mandelman and Supervisor Myrna Melgar, met on Wednesday, March 27, 2024, to consider ten agenda items. The committee approved all items, forwarding them to the full Board of Supervisors with positive recommendations, after adopting minor amendments to three resolutions.

Discussion Items
- Item 1 (240200): Resolution retroactively authorizing the Department of Adult Probation to accept and expend a $300,000 grant ($100,000/year for three years) from the California Office of Emergency Services for the Probation Specialized Units Program, funded through the Violence Against Women Act. The department explained it was retroactive to correct a prior resolution. Approved unanimously.
- Item 2 (240235): Resolution retroactively authorizing the Department of Public Health to accept a $32,265,440 grant from Advocates for Human Potential, Inc., for the Behavioral Health Bridge Housing Program to provide housing for homeless individuals with serious behavioral health conditions. The grant is retroactive to July 1, 2023, and funds 10 projects adding 113 new beds and enhancing 67 existing beds. Approved unanimously.
- Item 3 (240192): Resolution authorizing a repayment agreement with Baker Places, Inc., requiring repayment of $7,669,814 over 23 years, plus a purchase agreement for 333-7th Street for $3,000,000 (plus ~$8,200 closing costs) to reduce the debt. The item generated extensive discussion. The Budget and Legislative Analyst (BLA) recommended approval but also urged the city to develop a plan to take ownership of two other properties (214 Dolores and 2153-2157 Grove) to protect city investments. Chair Chan and Supervisor Melgar expressed cautious optimism but emphasized the need for ongoing fiscal oversight. Vice Chair Mandelman opposed the BLA’s recommendation to transfer property ownership, arguing it could destabilize services. The committee voted to amend the resolution to correct language, and then forwarded it with the amendment. Chair Chan noted she would send a separate letter requesting assessments of collateral properties.
- Items 4 & 5 (240049, 240051): Items 4 and 5 were considered together.
- Item 4: Resolution approving a COVID-19 lease extension program for up to 88 eligible airport concessions, offering extensions of up to 3.5 years to help recoup losses from the pandemic period (March 2020 – August 2023). BLA reported the minimum annual guaranteed rent for all leases would be $49.3 million.
- Item 5: Resolution approving an $20.4 million increase (to a new not-to-exceed $45.4 million) and a two-year term extension (through January 2027) for a contract with PGH Wong & Partners JV for project management services on the Courtyard 3 Connector Project at SFO. The airport noted the contractor met or exceeded expectations in all 31 performance measures. The committee amended Item 5 to correct the term extension in the resolution, then forwarded both items.
- Item 6 (240234): Resolution approving a $13,000,000 loan to 249 Pennsylvania Associates L.P. (a partnership of Tenderloin Neighborhood Development Corporation and Young Community Developers) to acquire and pre-develop a 100% affordable family housing project at 249 and 201 Pennsylvania Avenue and 935 Mariposa Street (approx. 120 units). The committee amended the resolution to correct the split between acquisition and pre-development funding and forwarded it.
- Items 7-10 (240230-240233): Four resolutions approving senior operating subsidy grant agreements for four affordable housing projects:
- 1296 Shotwell Housing L.P.: $4,820,042 for 11 years
- Transbay 2 Senior, L.P.: $18,290,441 for 15 years and 3 months
- 4200 Geary Associates, L.P.: $7,795,022 for 15 years
- Chinatown SRO’s, LLC: $6,209,204 for 15 years and 6 months All funded by state Permanent Local Housing Allocation program funds to keep rents affordable for extremely low-income seniors (≤30% AMI). The committee forwarded all four without amendment.

Good morning. The meeting will come to order. Welcome to the March 27, 2024 meeting of the budget and finance committee. I'm Supervisor Connie Chan, Chair of the Committee. I'm joined by Vice Chair Rafael Mendelman and Supervisor Amir Namalgar. Our clerk, it's Brent Halipa. I would like to thank Corwin Cooley from SFGov TV for broadcasting this meeting. Mr. Clerk, do you have any announcement? Thank you, Madam Chair. Just a friendly reminder to those in attendance to please make sure to silence all cell phones and electronic devices to prevent interruptions during our proceedings. Should you have any documents to be included as part of the file, they should be submitted to myself, the clerk. Public comment will be taken on each item on this agenda. When your item of interest comes up and public comment is called, please line up to speak on the west side of the chamber to your right, my left along those curtains. And uh finally, Madam Chair, items acted upon today are expected to appear on the Board of Supervisors' agenda of April 2nd, unless otherwise stated. Madam Chair. Thank you, Mr. Clerk. And before we call item number one, just wanted to remind everyone that uh we typically uh for the items that have budget and legislative analyst report, we will have the department presentation, then directly go to the BLA, then we open up for questions and comments and then public comments. So with that, Mr. Clark, please call item number one. Yes, item number one is a resolution retroactively authorizing the Department of Adult Probation to accept and expend the grant in the amounts of 100,000 per year for the period of October 1st, 2023 through September 30th, 2026, for a total not to exceed amount of 300,000 from the California Office of Emergency Services for Probation Specialized Units Program, federally funded through the Violence Against Women Act for the totaled grant period of October 1st, 2023 through September 30th, 2026, to continue the probation specialized unit program federally funded through the violence against women act. Should the parties agree to an amendment as allowed under the provisions of the grant agreement. Madam Chair. Thank you. And today we have adult probation department here. And um, this is an annual grant that is actually included in our budget. It's about a hundred thousand dollars per year. It's a federal pass-through grant that is administered by the California Office of Emergency Services. Um just recently, over the past year or so, they are now requiring a separate resolution. Therefore, we're um submitting these acceptance expense. Um the grant basically funds um provides funding for the department to provide specialized supervision to clients involved in domestic violence, sexual assault, um, dating violence, as well as stalking. The retroactive grant covers October 1st, 2023 through June 30th, 2024. And um, it's retroactive because we had actually um come to the board earlier this year in September, and there was a resolution that was actually passed. However, Cal OES informed us that they wanted some minor tweaks to that resolution, um, specifically changing the information about probation specialized unit. Um, they wanted that instead of just domestic violence as it relates to them. And so because we have to come back before you, we also included um the next two fiscal years, so fiscal year 24-25 and 24 2526 grant, um, which will also be included in our proposed budget for this year.
