- Item 3 (Housing Loan – 1005 Powell Street): MOHCD's Aliyah Gage presented a $20.9 million permanent loan for a 64-unit SRO at 1005 Powell Street, acquired by Chinatown Community Development Center (CCDC) in 2021 after years of disrepair. The loan finances acquisition and rehabilitation costs, including solar improvements and accessibility upgrades. The project includes 99-year affordability restrictions and a senior operating subsidy. Concerns were raised about long-term operating deficits and the sustainability of small sites programs. Supervisor Mandelman added himself as co-sponsor, and the item was forwarded to the full board.
- Items 5 and 6 (Leases – 1145 Market Street): Real Estate Director Enrico Pinick presented two lease extensions for the Law Library (item 5) and Health Service System (item 6), both at highly competitive rates of $29.95 per square foot, saving approximately $900,000 annually in year one. The real estate division read substantive amendments into the record, including term adjustments (Law Library: 15-year term with one five-year option; HSS: 10-year term with one five-year option) and a partial market reset in year 11. Because these are substantive changes, the items were continued to the May 22 meeting.
- Item 7 (Police Overtime Funding): SFPD CFO Kimmy Wu requested a transfer of $4.75 million from salaries to overtime for the airport bureau, citing vacancies and special events like APEC. I'm joined by Supervisor Mirna Melgar, shortly by Vice Chair Raphael Mendelman, our clerk it's Brent Taliba. I would like to thank uh Corwin Cooley from SFGov TV for broadcasting this meeting. Mr. Clerk, do you have any announcements? And with that, let's actually go ahead and call item number one. Yes, item number one is a resolution retroactively authorizing the Office of Economic and Workforce Development to accept and expend a grant increase in the amount of approximately 1.4 million for a total amount of approximately 5.6 million from the California Employment Development Department, uh a recipient of the grant award from the United States Department of Labor for the Workforce Innovation and Opportunity Act program during the grant period of April 1st, 2022 through June 30th, 2024. Madam Chair. Thank you. And today we have Office of Economic and Workforce Development here. Thank you. Thank you so much, Chair Chan and Supervisor Melgar for hearing our request to accept and expend a federal formula grant today. And my name is Jen Han. I'm the workforce impact manager for the Office of Economic and Workforce Development's Workforce Division. OED is requesting permission to accept and expend an additional 1.4 million in federal formula funding beyond what we were originally budgeted from our state grantor for fiscal year 22 through 24. These are formula funds, so they are non-competitive, and this is a routine request. And for context, OEWD is the local workforce administrator for federal workforce innovation opportunity act funding and is therefore the party responsible for accepting and overseeing federal funding and implementation of WIOA programs in the local area. The Federal Department of Labor Agency allocated additional formula funds to the state of California and the California Employment Development Department made additional formula grant adjustments to its 45 local workforce development boards, of which OEWD is one. And these dollars fund our job center network and our sector training programs as well as our in-house staff. This grant is retroactive because additional funding was awarded on a formula basis by our grantor via various grant agreement modifications that we received after the fact. We did not receive prior notifications before we received these grant agreement modifications, and the state has discretion to make modifications to our total award as needed. Our legislation today was consolidated for the four grants because the funds were given to us in a consolidated grant agreement, and the controller's office confirmed that we can proceed with one legislation. The funds have already been distributed and programmed, and they need to be spent in totality by June 30th, 2024. The grant does include direct costs of 10%. Thank you.
