Welcome to the July 16th special meeting of the budget and finance committee.

I'm Supervisor Connie Chan, Chair of the Committee.

I'm joined by Vice Chair Raphael Mendelman and Supervisor Mirna Malgar.

Can you please um call items one and two together?

Yes, items one and two are pieces of legislation regarding the acquisition or improvement of real property, including facilities to deliver primary health care services, emergency medical services, skilled nursing services, and services for persons experiencing mental health challenges or persons with substance use disorders.

Acquire improve and seismically upgrade critical medical care and mental health facilities, hand emergency shelter facilities, hand improvements for certain transportation pedestrian and street safety related capital improvements, streetscape enhancements, and other public space improvements, hand related costs necessary or convenient for each of the foregoing purposes, authorizing landlords to pass through 50% of the resulting property tax increase, if any, to residential tenants under the administrative code.

And item three is the ordinance calling and providing for a special election to be held in the city and county on Tuesday, November 5th, 2024 for the purpose of submitting to San Francisco voters a proposition to incur bonded indentance of not to exceed $390 million to finance the acquisition or improvement of the aforementioned real property, providing for the levy and collection of taxes to pay both principal and interest on such bonds.

Incorporating review of bond expenditures under the provisions of the administrative code by the citizens general obligation bond oversight committee, setting certain procedures and requirements for the election.

And uh item four is their resolution determining and declaring that the public interest and necessity demand the acquisition or improvement of the aforementioned real property.

And madam chair, we are in receipt of a memo from your desk that these two items may be referred to the full board later this afternoon as committee reports.

Uh this item was continued from July 10's meeting due to the amendments that reflect uh the potential change uh of ACA 10 that is coming this November uh in the events that the voters approve a the change to ACA 10 to lower the threshold.

Um then we can uh also have these uh this bond um results will reflect on that um change.

And so with that, we already have uh in-depth discussion on that and uh review of the amendment uh that was made on July 10.

Um so with that, I don't see any name on the roster.
