On Wednesday, October 23, 2024, the Budget and Finance Committee met at City Hall. Chair Connie Chan and Vice Chair Rafael Mandelman were present, joined later by Supervisor Myrna Melgar. The committee reviewed ten agenda items covering contracts, grants, and property acquisition, and voted to recommend all items to the full Board of Supervisors.

- Item 1 – Electric Transit Buses (Gillig LLC): The Office of Contract Administration and SFO presented a $68.8 million, four-year contract to purchase up to 50 electric buses for SFO. - Item 3 – Port Freight Infrastructure Grant: The Port accepted a $9.16 million state grant for fendering, roadway repairs, and a zero-emission truck study. BLA noted a 20% matching fund from the Port. Chair Chan inquired about the zero-emission study scope; the Port explained it will evaluate battery and hydrogen options. Approved.
- Item 4 – HUD Continuum of Care Grant: HSH applied for up to $61.1 million to fund 1,500+ permanent supportive housing units and rapid rehousing. The grant includes $5.3 million in bonus funding for 195 new units. Vice Chair Mandelman asked about new units; HSH noted the Granada Hotel is one. Approved.
- Item 5 – SFO Project Management Support (PGH Wong): A $17 million contract amendment for Westfield Garage 675 project management. BLA confirmed the increase was originally envisioned. Approved.
- Item 6 – 2280 Market Street Acquisition: Supervisor Mandelman introduced the ordinance to purchase the property for $11.6 million as a permanent home for the GLBT Historical Society museum and archives. The Director of Real Estate explained the transaction, including existing tenants (Barry’s Boot Camp, Dignity Health) and plans for a nonprofit lease. The committee approved after extensive public comment.
- Item 7 – Auction Services (Bar None Auction): OCA presented a five-year, $3.9 million revenue contract for city vehicle auctions. BLA recommended approval. Chair Chan asked about vehicle retirement criteria; OCA deferred to fleet management. Approved.
- Item 8 – Last Mile Broadband Grant: DT accepted a $10.4 million CPUC grant to connect 432 affordable housing units in Bayview, Chinatown, and Tenderloin. BLA noted a 20% match. Chair Chan co-sponsored. Approved.
- Item 9 – Fiber Optic Network (CENIC/UCSF): A retroactive 10-year contract from 2021 to 2031 generating $6.97 million for DT to provide fiber to UCSF locations. Chair Chan asked about campus sites. Approved.
- Item 10 – Radio System Agreement (SF State): A retroactive 11-year contract for $1.69 million allowing SF State police to use the city’s public safety radio system. Chair Chan inquired about similar agreements with City College and school district; DT noted potential future opportunities. Approved.
Key Outcomes
All ten items were moved to the full Board of Supervisors with a positive recommendation. Each passed unanimously (Vice Chair Mandelman, Chair Chan, and later Supervisor Melgar) without objection, except where Supervisor Melgar was excused. The committee expedited Item 6 due to a November 30 closing deadline.

I'm joined by Vice Chair Raphael Mendelman and shortly by uh Supervisor Mirna Margaret our clerk. It's Victor Young. Yes, item number one is the resolution approving an agreement between the city acting by and through the Office of Contract Administration and Gilling LLC for the purchase of electronic transit buses for San Francisco International Airport for a term of four years from December 1st, 2024 through November 30, 2028, and for a total not to exceed amount of approximately 68.8 million, and to authorize the Office of Contract Administration to make necessary non-material changes to the agreement prior to its final execution by all parties that do not materially increase the obligation or liabilities to the city and are necessarily or advisable to effectuate the proposed purpose of the agreement. The covered goods is 50 class 8 40-foot electric transit buses for San Francisco International Airport. The awarded contractor, Gillig LLC, selected through an invitations for bid IFB sourcing event ID 00000 9491, issued by the Office of Contract Administration, OCA in May of 2024. The contract not to exceed amount in duration is 68, 772,003 commencing on December 1st, 2024 and ending on November 30th, 2028, with no option to extend the term.
