Budget and Finance Committee Meeting, October 30, 2024
The San Francisco Board of Supervisors Budget and Finance Committee, chaired by Supervisor Connie Chan and joined by Vice Chair Rafael Mandelman and Supervisor Myrna Melgar, met on October 30, 2024, to consider eleven agenda items. The committee approved all items, forwarding them to the full Board of Supervisors with positive recommendations. Consent Calendar
- Item 1 (240897): Resolution retroactively authorizing the Department of Public Health to accept a $440,000 grant from the CDC and California Department of Public Health for the State Physical Activity and Nutrition Program and CalFresh Healthy Living Grant (August 1, 2024 – September 30, 2028). Approved unanimously.
- Item 2 (240991): Resolution authorizing a trunked radio system usage agreement with UCSF, with minimum revenue commitment of $2,406,460 through June 30, 2035. Approved unanimously.

- Item 10 (240991): Resolution approving loans totaling $22,747,350 for Golden Gate Avenue Phase I (75 affordable units, including educator preference). Approved as amended with not-to-exceed amounts.
- Item 11 (240992): Resolution authorizing a multifamily housing revenue note not to exceed $32,132,689 for the same project. Approved unanimously.
Public Comments & Testimony
- Items 3 & 4 (EIFD and Development Agreement): Several speakers expressed strong support. Representatives from Building Trades, Chamber of Commerce, Mercy Housing, Jewish Community Center, and neighborhood groups highlighted the need for housing, affordable senior units, and community benefits. No opposition was voiced.
Discussion Items
- Items 3 & 4 (3333/3700 California Street): The Office of Economic and Workforce Development (OEWD) presented a resolution of intention to form an EIFD and an ordinance amending the development agreement for 3333 California Street. The EIFD would capture 50% of incremental property tax revenue to fund $280 million in public infrastructure (open space, child care, streetscape). The development agreement amendment reduces the on-site affordable senior housing from 185 to 125 units (17% inclusionary, above current city requirements) and extends the term by 8 years. The Budget and Legislative Analyst (BLA) noted that including 3700 California Street in the EIFD does not strictly comply with board-approved financial policies (no development agreement or area plan), and the due diligence on financial need was incomplete. OEWD argued the projects meet the spirit of the policy and are critical for housing production. The committee added co-sponsors and adopted a non-substantive amendment to the resolution.
Key Outcomes
- All items were forwarded to the full Board of Supervisors with positive recommendations. Items 3 and 4 were amended as read by OEWD (adding a cross-reference to the development agreement). Item 10 was amended to adjust not-to-exceed loan amounts for the Golden Gate Avenue project. All votes were unanimous (3-0). The committee also noted that the November 6, 2024 meeting is canceled.

I'm joined by Vice Chair Raphael Mendelman and shortly by Supervisor Mirna Malgar. Our clerk is Brent Holy, but I would like to thank Eugene Eatonall from SFGov TV for broadcasting this meeting. Mr. Clerk, do you have any announcement? Yes, madam chair. Madam Chair. Thank you. And today we have Department of Public Health. Good morning. Thank you, Supervisor Chan, Supervisor Mendelman, Supervisor Melgar. My name is Preeti Rani. I'm the director of Nutrition Services with Paternal Child and Adolescent Health. And I'm here to provide a summary for accept and expend of our grant for state physical activity nutrition program and CDPH's CalFresh Healthy Living Grant. This grant is uh is funded through the Centers for Disease Control and Prevention through the California Department of Public Health state uh span program and CalFresh Healthy Living Grant. Um it is for the total amount of 440 uh thousand dollars and the time for five years and the timeline is August 1st, 2024 through September 38, 2028. Um the grant will be supporting um SFDPH staff to support the rollout of um uh wellness policy at Wreck and Park um uh sites, programming sites. Uh as far as ground summary, to quickly summarize what the what the team will be supporting. Um so the team will be developing training curricular and toolkits for our RPD camp leads and nutrition and wellness youth ambassadors on updated nutrition standards. Um they will be communicating with RPD staff, parents, and other stakeholders about current and updated nutrition standards. We'll be providing technical assistance for camp leads to purchase healthy snacks and beverages for students participating in summer camps and after school programs as needed. Um we will be conducting focus groups of parents and youth to ensure that all of our policy initiatives is community driven. We'll be assisting in implementing and evaluating this policy in six pilot sites. Um and uh finally we'll also be uh assisting in the evaluation to make sure that this the this uh policies are making an impact. Uh just a little bit of context.
