The San Francisco Board of Supervisors Budget and Finance Committee met on January 22, 2025, at 6:15 PM. The committee was chaired by Supervisor Connie Chan, with Vice Chair Raphael Mandelman and Supervisor Matt Dorsey (sitting in for Supervisor Melgar, who was excused). The committee considered 12 regular agenda items, including grant acceptances, contract amendments, bond issuances, and affordable housing loans. - Item 2 (241058): Resolution to approve an amendment to the AECOM Technical Services contract for the Mountain Tunnel Improvement Project, increasing the amount by $9.5 million to a total of $34 million and extending the term by five months. The SFPUC presented the project scope, including a 150-foot-deep shaft, 11 miles of tunnel lining repair, and five outages. The BLA noted no performance issues. The committee approved.
- Item 3 (241090): Resolution to retroactively accept and expend a $496,684 grant from the James Irvine Foundation for the Public Workforce Capacity Fund, supporting worker-owner cooperative models. OEWD explained the grant will scale existing cooperatives with 86 members and 48 employed. The committee approved.
- Item 4 (250033): Resolution to accept and expend a $750,000 grant from the Metropolitan Transportation Commission for the Visitacion Avenue Pedestrian and Bicycle Safety Improvement Project. Recreation and Park Department presented the project, which includes connectivity improvements and a 20-year maintenance obligation. The committee approved.
- Item 5 (241215): Resolution to retroactively accept and expend a $750,000 grant from the California Department of Health Care Services (via Heluna Health) for implementing MATCH therapy for youth. DPH presented plans to train 24 therapists and serve 384 youth. The committee approved amendments to remove PCIT references and correct the number of youth from 1,800 to 384. The amended resolution was approved.
- Item 6 (241156): Resolution to approve a contract with Pitney Bowes, Inc. for mailroom equipment and supplies, not to exceed $23,550,000 over five years. OCA noted 99% of the cost is for USPS postage, with discounts of 4 cents per letter and up to 88% on shipping. The committee approved.
- Item 7 (241152): Resolution to approve a contract with Agurto Corporation (Pestec) for integrated pest management services, not to exceed $15,500,000 over five years. OCA described the competitive RFP process and the environmentally safe practices required by the San Francisco Environment Code. The committee approved.
- Item 8 (241089): Resolution to accept and expend a $23,405.32 donation from the Margaret Seneshen Living Trust for the Police Department Mounted Unit. SFPD noted the unit is the second longest-serving mounted unit in the country. The committee approved.
- Items 9 & 10 (241170 & 241171): Resolutions to authorize the sale of up to $40 million in General Obligation Bonds (Preservation and Seismic Safety, Series 2025E) and appropriate the proceeds for affordable housing acquisition and rehabilitation. MOHCD and OPF presented the financing structure, including a 40-year term, an estimated interest cost of $71.5 million, and a property tax impact of $0.31 to $4.52 per year for a $600,000 home. The民 committee approved an amendment to correct the bond type from certificates of participation to general obligation bonds. Both items were approved as amended.
- Item 11 (241175): Resolution to authorize application for a $1.5 million grant from the California Department of Housing and Community Development's Prohousing Incentive Program, supporting 95 units of affordable senior housing at 976 Mission Street. MOHCD noted the city received the prohousing designation in October 2024. The committee approved.
- Item 12 (241135): Resolution to approve a loan amendment with 2530 18th LLC for 100% affordable housing at 2530-18th Street, increasing the total loan amount to $11,846,900. MOHCD explained the project was redesigned to increase units from 74 to 96 and eliminate HPP office space to improve financing feasibility. The committee approved.

Good morning. The meet good morning. The meeting will come to order. Welcome to the January 22nd, 2025 meeting and the first meeting of the new year of the budget and finance committee. I'm Supervisor Connie Chan, Chair of the Committee. I'm joined by uh Supervisor Matt Dorsey and shortly by our Vice Chair Raphael Mendelman. And uh Supervisor Dorsey today is sitting in for Supervisor Mayor Namgar and our clerk, it's Brent Halipa. Uh I would like to thank Susan Eatnals for from SFGov TV for broadcasting this meeting. Mr. Clerk, do you have any announcement? Thank you, Madam Chair. Just a friendly reminder for those in attendance to please make sure to silence all cell phones and electronic devices to prevent interruptions to reme proceedings. And with that, Mr. Clerk, please go ahead and uh actually uh before we do that, since it's the new year, and Supervisor Dorsey, typically we will have uh city departments to come before us uh with their department presentation, and and after that, we will usually have the budget and legislative analysts report and then we will open up for questions and comments and then we'll go to the public comment. And so with that, Mr. Clerk, please call item number one. Yes, item number one is a resolution retroactively authorizing the office of the city attorney to accept and expend a grant in the amount of 410,000 from the California Department of Industrial Relations, Labor Commissioner's Office to fund the enforcement of state labor laws for the period from August 1st, 2024 through July 31st, 2025. Madam Chair. Thank you. And before I uh introduce the city attorney's uh workers' protection team, your reputation already preceded yourself with uh the most recent that you established in February 2024, and that you have really some success with quick gig smart work while making sure that we reclassify all workers appropriately uh and and really fight for their rights. And so uh we're I am gladly to see today's acceptance expand grant, even though it's retroactive, but I'm pleased to uh uh have you here today and the floor is yours.
