Welcome to March 12, 2025 meeting of the budget and finance committee.

I'm Supervisor Connie Chan, Chair of the Committee, and I'm joined by Vice Chair, Supervisor Matt Dorsey and members, Supervisor Joan Guardio.

And uh today's uh agenda is pretty straightforward.

I really appreciate uh everyone being here.

And uh let's go to uh item number one.

Yes, item number one is a resolution approving modification number three of a lease between the United States of America and the city and county acting by and through its airport commission to extend the term by three years for a new term ending January 3rd, 2028, and increasing the annual rent to approximately 962,000, totaling approximately 2.9 million for the extension term for offices occupied by the U.S.

Federal Bureau of Investigation at the International Terminal.

And today we have SFO here, and this item has a budget and legislative analyst report.

Good morning, Chair Chan, members of the committee.

I'm Kathy Weidner with the San Francisco International Airport.

The airport is seeking your approval for modification number three to an existing lease with the Federal Bureau of Investigations for three hundred excuse me, two thousand three hundred and ninety-six square feet of office space in the international terminal.

Modification number three will extend the term by three years through January third, twenty twenty-eight and increase the annual rent from six hundred and sixty-five thousand four hundred and eighty-nine dollars to nine hundred and sixty-two thousand eighteen dollars.

Terminal rent is based on comparative category two rates in the airport's rates and charges.

A three-year extension was chosen over a longer term agreement because the airport is currently constructing a new courtyard for connector building.

This is anticipated to be complete in 2028 and may provide a more permanent location for the FBI as well as other governmental agencies with a presence at the airport.

The FBI San Francisco division um at SFO consists of airport liaison agents assigned to facilitate FBI related investigations.

The airport does consider the presence of the FBI a critical security function for airport safety and security.

The budget analyst office has reviewed this uh modification and recommends approval, but I would also be happy to answer any questions.

Item one is a resolution that approves the third modification to the airport's lease with the FBI.

Uh this modification extends the lease by three years through January 2028 and increases the rent from approximately $665,000 a year to $962,000 a year.

Uh other than the extension of the term, the term lease uh other lease terms are not changing.

We summarize the composition of the rent that is being paid to the airport on page three of our report.

It includes uh space rent as well as reimbursing the airport for maintenance uh and janitorial services and utility costs that are provided to that space.

Recommend approval of item one.

I want to take this opportunity to say that uh we appreciate the federal government's partnership, and in this case, you know, definitely the Federal Bureau of Investigation.

We welcome them at the San Francisco Airport uh to keep order and safety in the city and county of San Francisco.

Um we want to continue this um partnership here, and um with that, let's go to public comment on this item.
