The Budget and Finance Committee of the San Francisco Board of Supervisors met on April 16, 2025, chaired by Vice Chair Matt Dorsey (in place of Chair Connie Chan, who was excused). - Item 3 (Twin Peaks Promenade – Release of Reserved Funds): The committee heard from Tony Moran (Rec & Park) and Nick Minard (BLA). Supervisor Danny Sauter (District 3) spoke in support, emphasizing the importance of the RESTORE program and the need to manage the concentration of services in Lower Nob Hill. He noted that the Adante has a pathway to return to tourist use. The committee voted unanimously (3-0) to accept the amendments as read and continue the item to the April 23 meeting.
- Items 5 & 6 (1455 Market Street Lease Amendment and Appropriation): Andriko Pennick (RED) and Dan Kaplan (HSA) presented a lease amendment for 1455 Market Street, adding 225,883 rentable square feet for HSA, the County Transportation Authority (CTA), and Library IT. The amendment triggers a purchase option for the city (open until December 2027). The companion ordinance appropriates $11.8 million from revenue surplus and repurposed capital project balances to fund tenant improvements exceeding the landlord's allowance. The BLA recommended approval but noted potential savings from redesigning executive offices and using used furniture. HSA defended the costs, citing the need for a functional service center and long-term furniture durability. Supervisor Chen questioned the cost-saving recommendations. The committee voted unanimously (3-0) to accept amendments (correcting the address and removing misleading general plan language) and then voted to forward Item 5 to the full Board for the April 29, 2025 meeting with a positive recommendation, and to continue Item 6 to the April 23, 2025 committee meeting.

I'm Supervisor Matt Dorsey, Vice Chair of this committee, serving as chair today in Jerichani Chan's absence. I'm joined by our regular committee member, Supervisor Joel Engardio, as well as Supervisor Cheyenne Chen, who was sitting in for Chair Chan today. Our clerk, the always capable Brent Halipa, is here. I would like to also thank Kalina Mendoza and the entire team at SFGov TV for broadcasting and facilitating today's meeting.
