The Budget and Finance Committee met on April 30, 2025, chaired by Supervisor Connie Chan, with Vice Chair Matt Dorsey and Member Joel Engardio. - Item 3 (Ocean Beach Climate Adaptation Project): The SFPUC requested an amendment to the design contract with Moffatt & Nichol-AGS JV, increasing the not-to-exceed amount from $5.75 million to $12.75 million and extending the term by six years. - Items 5 & 6 (Homebridge IHSS Contracts): HSA presented two resolutions: a new four-year contract (Item 5) worth $158.4 million and an amendment (Item 6) adding $2.4 million to the existing contract for the remainder of FY2024-2025. Discussion centered on performance metrics—Homebridge met most objectives but fell short on authorized hours served (55% vs 65% target) and client survey response rates. Supervisor Chan proposed approving the new contract but releasing only the first year's funding ($39.6 million) and requiring annual reporting on performance. HSA and the City Attorney confirmed the feasibility. The committee approved Item 5 as amended (reduced not-to-exceed to $39.6 million) and Item 6 without amendment.
- Items 9 (Community Forward SF – A Woman’s Place): DPH requested a three-year extension and $19.8 million increase (new total $42 million) for mental health, substance abuse, and transitional housing services. Director Sai noted strong performance and ongoing efforts to improve contract oversight. The BLA reported the transitional housing program lacks defined objectives but recommended approval. Supervisor Chan encouraged cross-departmental coordination for women’s services. Approved unanimously.
- Item 10 (HealthRight 360 Amendment): DPH requested a three-year extension and $141.4 million increase (new total $305 million) for substance abuse and mental health services. HealthRight 360 provides about 75% of the city’s residential treatment beds. Director Sai detailed recent safety improvements (e.g., hourly bed checks, drug-free environment enforcement) and emphasized the need for multi-year contracts to maintain staffing. Vice Chair Dorsey expressed strong support, citing HealthRight 360’s recovery-oriented programs and apprenticeship pipeline. The BLA noted high exits from outpatient programs and data collection issues but overall good performance. Approved unanimously.
- Items 11 & 12 (ATM Leases at SFO): The airport requested approval of three-year leases with Bank of America (minimum guarantee $250,000/year) and Wells Fargo ($350,000/year). Both were competitively bid. Approved unanimously.
- Items 13 & 14 (Homekey+ Grant Applications): MOHCD and HSH presented applications for $18 million (835 Turk Street) and $32.5 million (1035 Van Ness Avenue) for permanent supportive housing. The Van Ness amount was amended to $37.5 million based on additional eligible costs. Both projects target formerly homeless individuals with behavioral health challenges, with 835 Turk providing 106 units and Van Ness providing 124 units. Approved unanimously after amendment.
- Items 15-17 (Balboa Reservoir Grants): MOHCD presented three resolutions to accept state grants for affordable housing at Balboa Reservoir: Building E AHSC ($29.6 million), Building A AHSC ($45.7 million), and a combined Infill Infrastructure Grant ($20.1 million). These will fund 287 affordable units and associated transportation/infrastructure improvements. Construction on Building E is expected fall 2025. Approved unanimously.

I'm joined by Vice Chair, Supervisor Matt Dorsey and Member Supervisor Joan Guardio and our clerk at Sprint Halipa. I'd like to thank uh Eugene Labadia for SFCov TV for broadcasting this meeting. Yes, item number two is an ordinance amending the administrative code to remove the authorization for certain cash revolving funds for the controller, ethics commission, department of police accountability, planning department, public defender, department of public health, uh, community mental health services, vocational rehabilitation, Department of Public Health, Leguna Honda Hospital, Public Utilities Commission, Hatch Hachi Project, Public Utilities Commission Water Department, uh, to reduce the maximum amount of cash revolving fund for certain funds for human services agency, Department of Public Health, Zuckerberg San Francisco General Hospital, Treasurer Tax Collector, and uh increase the maximum amount of cash revolving fund for Public Utilities Commission and authorize additional revolving funds for the public utilities consumer, recreation and park department, and department of elections.
